Subject: Pandemic Leave Bank
1. Purpose: The purpose of this policy is to establish procedures for providing
continued compensation for regular employees and Appointed Officials during
the pandemic flu crisis.
2. Statement of Policy: The City of Monroe is taking measures to ensure the safety
of its employees, including the public, during this coronavirus outbreak:
2.1 The City’s sick leave policies will be somewhat flexible and consistent
with public health guidance.
2.2 All regular employees will be credited with 20 days of paid emergency
leave. Time used from this bank shall be considered as days worked for accumulation of
sick leave credits or other benefits.
2.3 Employees who are required to telecommute from home will not be
required to draw from this emergency bank.
2.4 Leave taken from this bank may be used for leave caused by the closure of
an employee’s place of work or the employee’s child’s school due to a public health
emergency, or due to a health authority’s determination that the employee or family
member’s presence in the community would jeopardize the health of others due to the
employee or family member’s exposure to a communicable disease.
2.5 A regular employee shall be allowed one (1) day of regular pay for each
workday off due to the City’s closure until the employee’s emergency leave credits are
exhausted.
2.6 If the employee so elects, after exhaustion of this emergency leave bank,
sick leave or vacation leave may be used upon approval of the Department Head. The
Employer may require the employee to provide documentation from a healthcare
provider for any absence due to injury, illness, or medical care.
2.7 A regular employee who has exhausted his/her accrued sick leave benefits
but is unable to return to work due to a continuing illness must refer to the City’s Policies

and Procedures (i.e. Leaves of Absence or Family Medical Leave) or their respective
collective bargaining agreement.
3. Definitions: None.
4. Application: This policy shall apply to all regular employees and Appointed
Officials of the City of Monroe, unless modified by an employment agreement
and/or the written terms of appointment.
5. Responsibility: The City Manager and/or his designee have the responsibility of
implementing and overseeing this policy.
6. Administrative Procedure: None.
