HomeMy WebLinkAboutBuilding & Zoning Inspector Job Description 11 09 2018CITY OF MONROE JOB DESCRIPTION BUILDING & ZONING INSPECTOR Supervised By: Building Official/Zoning Administrator Supervises: No supervisory responsibilities Position Summary: Under the supervision of the Building Official/Zoning Administrator, performs a variety of administrative and technical functions involved in the administration and enforcement of building, zoning and related codes, including assisting in the maintenance of City owned buildings. Reviews residential construction plans, conducts rental property inspections, field inspections and coordinates inspection activities with trade inspectors. Essential Duties and Job Functions: An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily. 1. Reviews or inspects plans, specifications and blueprints of new buildings under construction or the remodeling of existing buildings for compliance with codes and ordinances. Recommends issuance of permit applications for construction or remodeling. 2. Travels to construction sites and inspects work-in-progress, from initial building foundation to final approval. Assures conformity to all applicable codes and ordinances. 3. Examines material content and evaluates work methods. Seeks voluntary compliance if irregularities are found and issues instructions for correction. 4. Prepares non-compliance documentation and assembles related data for possible legal action. 5. Interprets, explains and provides guidance regarding all applicable codes to architects, engineers, contractors, developers, the public and municipal officials relating to building and zoning matters. 6. Prepares and maintains records of permits, inspections, complaints and investigations. Utilizes a digital camera and assorted testing equipment to Building & Zoning Inspector II Page 2 document inspection findings. Enters inspection reports and data into computerized building department inspections database. 7. Reviews and researches codes and ordinances, including prior case actions and interpretations. 8. Prepares summary reports of activities, inspections and cases of non-compliance. Confers with the Building Official/Zoning Administrator on non-compliance cases and may assist in preparing for litigation. 9. Conducts preliminary inspections on rental properties, rehabilitation projects, and determines corrective actions needed and inspection procedures. 10. Works in cooperation with trade inspectors on matters of integrated and common concern. 11. As directed, assists in the maintenance of City-owned buildings. 12. Performs related work as required. Required Knowledge, Skills, Abilities and Minimum Qualifications: The requirements listed below are representative of the knowledge, skills, abilities and minimum qualifications necessary to perform the essential functions of the position. Requirements include the following: • A high school diploma or GED. • Three years of experience in building inspection and related code enforcement. • State of Michigan certification as a Building Inspector. • ability to maintain one throughout employment. • Minimum score of 70% on the City of Monroe aptitude examination. • Skill in interpreting, applying, and enforcing applicable codes and ordinances. • Skill in the use of office equipment and technology, including Microsoft Suite applications and software specific to the department, and the ability to master new technologies. Building & Zoning Inspector II Page 3 • Ability to perform visual reviews of permit applications and blueprints, and inspections of construction sites. • Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with builders, architects, property owners, planners, other governmental agencies and the public. • Ability to effectively communicate and present ideas and concepts orally and in writing. While performing the duties of this job, the employee is frequently required to stand, walk, climb stairs, use hands and fingers, reach with hands and arms, talk and hear. The employee is frequently required to communicate by telephone, read regular and small print, use limited mobility in an office setting and view and prepare documents and reports. The employee is required to sit, stoop and crawl as necessary to observe building components. The employee must lift or push/pull items objects of up to 50 lbs. without assistance. Accommodation will be made, if needed, for employees required to lift or move objects that exceed this weight. While performing the duties of this job, the employee regularly works both indoors and outdoors and regularly travels between work sites using a motor vehicle.
