CITY OF MONROE
JOB DESCRIPTION
PROPERTY MAINTENANCE AND ZONING INSPECTOR I
Supervised By: Building Official and Zoning Administrator
Supervises: May oversee, lead, or direct subordinate personnel assigned to blight
enforcement.
Position Summary:
Under the general supervision of the Building Official and Zoning Administrator, enforces
municipal codes of the City of Monroe. Investigates complaints, prepares no tices of
violations, and abates code enforcement violations through either voluntary compliance or
legal means. Assists in rental housing inspections following prescribed standards. Maintains
accurate records for all work tasks.
Essential Duties and Job Functions:
An employee in this position may be called upon to do any or all of the following essential
functions. These examples do not include all of the duties which the employee may be
expected to perform. To perform this job successfully, an individual must be able to
perform each essential function satisfactorily.
1. Investigates complaints and gathers data through site inspections and document
review to determine compliance level. Makes contact with property owners,
photographs infractions, and performs follow-up inspections to ensure compliance.
2. Prepares notices of violations, letters, and reports, and otherwise assembles
background materials related to legal actions. Maintains files and records, tracks
enforcement efforts, and coordinates legal activities with attorneys. Conducts
nuisance code inspections and assumes responsibility for all nuisance ordinance
enforcement. May issue summons to court and provide testimony if required.
3. Manages code enforcement programs, including, but not limited to, grass and weeds,
property maintenance, garbage, blight, and zoning violations such as signs and
illegal building. Performs inspections, writes citations, and provides technical
assistance.
4. Assists with the rental housing inspection program by performing rental inspections.
Prepares and maintains records of permits, inspections, complaints and
investigations. Utilizes a digital camera and assorted testing equipment to document
inspection findings. Enters inspection reports and data into computerized building
department inspections database.
5. Promotes positive neighborhood relations. Assists residents with concerns and
complaints.
6. Conducts routine, pro-active patrols of all City neighborhoods using City vehicle.
Identifies problems.
7. Coordinates with other City departments as needed in identifying a nd enforcing
code violations.
8. Maintains code enforcement records in a concise manner, assuring that all
documentation is complete and readily accessible.
9. Addresses a number of zoning issues through routine or complaint-driven inspections
including signs, fences, shrubs, setbacks, right-of-way, property-use and other areas
with potential for violations.
10. Initiates pro-active inspections of violations observed such as work without a permit
and unsafe or non-compliant conditions.
11. Conducts specialized inspection activities as directed, such as fences, sidewalks,
sheds or driveways. Applies all applicable zoning and building standards.
12. Leads seasonal blight inspectors as applicable. Provides training, oversight, work
assignments, and advice to
supervisor.
13. Performs related work as required.
Required Knowledge, Skills, Abilities and Minimum Qualifications:
The requirements listed below are representative of the knowledge, skills, abilities and
minimum qualifications necessary to perform the essential functions of the position.

Requirements include the following:
• A high school diploma or GED with vocational or trade school, some college,
required.
• Three years in similar enforcement activities. Prior experience in municipal code
enforcement is desirable.
• International Code Council (ICC) Property Maintenance and Housing Inspector
certification strongly preferred.
• Basic knowledge of written and photographic documentation practices sufficient
enough to withstand cross examination during court proceedings.
• A vali
ability to maintain one throughout employment.
• Minimum score of 70% on the City of Monroe aptitude examination
• Knowledge and understanding of State and locally adopted property maintenance
codes and inspection processes.

applications and software specific to the department, and the ability to master

The physical demands and work environment characteristics described here are

While performing the duties of this job, the employee is frequently required to stand, walk,
climb stairs, use hands and fingers, reach with hands and arms, talk, and hear. The
employee is frequently required to communicate by telephone, read regular and small
print, use limited mobility in an office setting, and view and prepare documents and
reports. The employee is required to sit, stoop, and crawl as necessary to observe building
components. The employee must lift or push/pull items objects of up to 50 lbs. without
assistance. Accommodation will be made, if needed, for employees required to lift or
move objects that exceed this weight.
While performing the duties of this job, the employee regularly works both indoors and
outdoors and regularly travels between work sites using a motor vehicle. The noise level in
the work environment varies from quiet to loud.
