CITY OF MONROE
JOB DESCRIPTION
BUILDING OFFICIAL AND ZONING ADMINISTRATOR
Reports to: Director of Economic and Community Development
Supervises: All personnel in the Building, Property Maintenance, Zoning, Code
Enforcement, and City Hall Maintenance operations.
Position Summary:
Under the supervision of the Director of Economic and Community Development, is
responsible for the day-to-day operations of building services, property maintenance and
zoning enforcement activities, and management of municipal building and grounds
maintenance. Assigns staff to specific projects for building code administration, plan
reviews, property and building inspections, and enforcement actions. Oversees the proper
administration of the Michigan Building Codes and City of Monroe Zoning Ordinance for
construction and remodeling projects for conformity to building codes and zoning
standards. Oversees projects and ensures appropriate review of all permits issued by the
Economic and Community Development Division. Manages contracts for services and
products and
provides assistance to the Director of Economic and Community Development and City
Manager in areas of policy and budget development.
Essential Job Functions:
An employee in this position may be called upon to do any or all of the following essential

1. Manages personnel assigned to the Building Department, Property Maintenance
and Zoning Enforcement, and municipal Building and Grounds; and is responsible
for initiating disciplinary actions and reporting to the Director of Economic and
Community Development and the City Manager for follow-up and further corrective
or disciplinary actions as necessary.
2. Supervises the approval and permitting process for construction and remodeling
permits, subject to the appropriate codes or regulations.
3. Administers and supervises the Residential Rental Program, Neighborhood
Enterprise Zone (NEZ) and Point of Sale Ordinances and programs.

4. Assigns personnel to specific projects and inspections in recognition of knowledge
and experience.
5. Oversees the review of proposed plans and applications for all additions and new
buildings for compliance with building codes and zoning ordinances for residential,
commercial and industrial construction.
6. Answers inquiries about building codes and zoning ordinances for owners,
architects, engineers, elected officials, and realtors. Provides response to general
inquiries and complaints, and explains division policy and procedure.
7. Supervises the inspection of all residential, commercial and industrial construction
from pouring footings to issuance of certificates of occupancy, and conducts such
inspections as needed.
8. Coordinates and evaluates inspection findings of staff, makes recommendations for
obtaining additional information and examines conclusions relative to
noncompliance actions.
9. Examines construction methods, materials, and nearby land uses for conformity to
Building and Zoning codes.
10. Responsible for Building Department policy and makes authoritative
recommendations to the Director of Economic and Community Development for
administration and policy changes needed to meet compliance requirements.
11. Supervises inspection of properties throughout the City for compliance with Zoning,
Blight and Property Maintenance Code regulations, and initiates enforcement
actions including issuance of civil infractions and court proceedings.

appeals and provides analysis for Zoning Board of Appeals.
13. Participates as a member of assigned boards and committees, including the
Administrative Site Plan Review Committee and the Building Authority Board.
Interacts with and contributes advice to the Citizens Planning Commission,
Historical Commission and ad hoc review committees as needed.
14. Administers the annual Building Department, Zoning Enforcement, and City Hall
building and grounds budgets; and prepares and submits budget recommendations
to the Director of Economic and Community Development along with the supportive
rationale. Approves expenditures and payroll submittals according to established
policies and budgetary authority.

15. Prepares written reports for the Director of Economic and Community Development
on total inspection services provided and noncompliance actions, and testifies as
needed in litigation.
16. Coordinates construction, building, zoning enforcement and land use
considerations with other departments such as Engineering, Police and Fire
Services.
17. Assists the Fire department with interpretation and enforcement of the Michigan
Fire Code.
18. Manages a number of City-owned properties, including capital improvements,
major repairs, emergency repairs and lease enforcement; acts as landlord contact
for properties occupied by non-city tenants.
19. Serves as City Administration representative to the Monroe County Emergency
Management Center for pre and post disaster mitigation and recovery
coordination.
20. Serves as the Flood Plain manager for the City. Administers the FEMA and State of
Michigan Floor Plain rules and regulations.
21. Performs such other duties consistent with building and land use concerns as
directed by the Director of Economic and Community Development.
Required Knowledge, Skills, Abilities and Minimum Qualifications:
The requirements listed below are representative of the knowledge, skills, abilities and
minimum qualifications necessary to perform the essential functions of the position.

Requirements include the following:
• A Degree in Architecture, Civil Engineering, Structural Engineering or
related field.
• Seven or more years of experience in building inspection, building plan preparation
and review, or related code compliance including prior supervisory experience.

• Knowledge of Building Codes including Michigan Building and Residential Codes,
International Building Code, International Residential Code, and International
Property Maintenance Code.

• Knowledge of Michigan Zoning, Planning, and Land Use Acts.
• State of Michigan registration as a Building Official.
• State of Michigan registration as a Plan Reviewer.
• Knowledge of FEMA Emergency Management protocols.
• Knowledge of FEMA and MDEQ Floor Plain rules and regulations.
• Skill in the use of office equipment and technology, including Microsoft Suite
applications and software specific to the department; and the ability to master
new technologies.
• Skill in interpreting, applying and enforcing applicable codes and ordinances.
• Ability to perform reviews of permit applications, blue prints and inspections of
construction sites.
• Ability to effectively direct staff regarding City code administration and
interpretation.
• Ability to tactfully communicate with and address concerns and questions posed by
the public, contractors, developers, business owners, elected officials and other
employees.

While performing the duties of this job, the employee is frequently required to stand, walk,
climb stairs, use hands and fingers, reach with hands and arms, talk and hear. The
employee is frequently required to communicate by telephone, read regular and small
print, use limited mobility in an office setting and view and prepare documents and
reports. The employee is required to sit, stoop and crawl as necessary to observe building
components. The employee must lift or push/pull items objects of up to 50 lbs. without
assistance. Accommodation will be made, if needed, for employees required to lift or move
objects that exceed this weight.

While performing the duties of this job, the employee regularly works both indoors and
outdoors and regularly travels between work sites using a motor vehicle. The noise level in
the work environment varies from quiet to loud.
