HomeMy WebLinkAboutCommunity Development Specialist Job Description 09 24 24 CITY OF MONROE JOB DESCRIPTION COMMUNITY DEVELOPMENT SPECIALIST Supervised By: Deputy Director of Economic and Community Development Supervises: Interns as assigned Position Summary: Under the supervision of the Deputy Director of Economic and Community Development, designs and implements physical and socioeconomic studies and plans for the City. It also proposes new areas for planning and makes authoritative recommendations on economic, social, and physical considerations affecting orderly land uses and development. Serves as liaison to specific City boards, commissions, and committees and performs various other urban planning and economic development work. Essential Job Functions: An employee in this position may be called upon to do any or all of the following essential functions. These examples only include some duties the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily. 1. Coordinates work assignments with the Deputy Director and Director and confers on general policy guidelines and direction of work product. 2. Conducts surveys of the general public, local authorities, business representatives, preservation community, planning community, and special interest groups, compiling data in a usable format and fashion. Compiles data and presents findings at appropriate venues. 3. Serves as project leader/coordinator for conducting research and preparing study designs and narrative reports in recognition of data findings. 4. Represents the City at various venues; explains study focus, design, development, and conclusions related to short and long-range studies for public policy planning. 5. Serves as staff liaison to specific city boards, commissions, and committees as assigned and may assume direct responsibility for various project activities with such groups. Coordinates, attends, and participates in assigned boards, commissions, and committee meetings. 2 6. Identifies recommendations and supports implementation strategies for master planning, land uses, economic development, zoning, preservation activities, and physical development of the City in keeping with best practices. 7. Provides technical assistance and may submit recommendations in specific areas such as land use review, capital improvement planning, grant development, historic preservation, and other assigned areas. Supports and/or directs special projects on preserving and promoting the City. 8. Utilizes various tools and techniques for report or plan preparation or review, including drafting materials, graphics, blueprints, or cameras. 9. Explains research, reports, and study conclusions to the Director and Deputy Director Confers with the Director and Deputy Director on the final report format and information before publication or presentation. 10. As required, prepares and distributes meeting materials, such as agendas and packets. Prepares meeting minutes, letters of determination, and other documents. 11. Some delegation and work direction may be exercised for interns at the discretion of the deputy director. Participates, as requested by the Deputy Director and Director, in coordinating internships with colleges, including preparing job descriptions, candidate evaluations, and recommendations for hiring. 12. Performs related work as required. Required Knowledge, Skills, Abilities, and Minimum Qualifications: The requirements listed below represent the knowledge, skills, abilities, and minimum qualifications necessary to perform the position's essential functions. Requirements include the following: ● a related field. ● Two to five years of experience in planning, economic development, and the related municipal environment. ● and the ability to maintain one throughout employment. ● Minimum score of 70% on the City of Monroe aptitude examination 3 ● Continuing education credits applicable to American Institute of Certified Planners (AICP) certification, Citizen Planner Program, or Master Citizen Planner credential preferred. ● Knowledge of the principles and practices of municipal administration and skill in providing administrative support to such activities. ● Experienced and conversant with rudimentary board and commission administrative support, public meetings, public hearings, and administrative hearing procedures, and can conduct public hearings. ● Knowledge of the principles and practices of municipal planning, zoning, site plan review, tax increment financing authorities, economic development incentives, and related issues. ● Knowledge and understanding of applicable state and local ordinances and regulations. ● Ability to research extensively, compile complex data, and prepare accurate records and reports. ● Skill in using word processing, spreadsheet, database, presentation software, CAD, and geographic information system software. ● Ability to establish effective working relationships and use good judgment, initiative, and resourcefulness when dealing with developers, residents, elected officials, other employees, and professional contacts. ● Ability to effectively communicate and present ideas and concepts orally and in writing and make presentations in public forums. ● Ability to critically assess situations, solve problems, and work effectively under stress, within deadlines, and with changes in work priorities. ● Ability to attend meetings outside of business hours. Physical Demands and Work Environment: The physical demands and work environment characteristics described here represent those an employee encounters while performing the job's essential functions. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions. 4 While performing the duties of this job, the employee is regularly required to communicate in person and by telephone, read regular and small print, view and produce written and electronic documents, and enter data on a computer keyboard with repetitive keystrokes. The employee must be mobile in an office setting, stand, sit, stoop, kneel, and use hands to finger, handle, or feel and reach with hands and arms. The employee must lift or push/pull objects up to 15 lbs. without assistance. Accommodation will be made, if needed, for office employees required to lift or move objects that exceed this weight. The typical work environment for this job is a business office setting, although the employee may sometimes be in the field and exposed to outside weather conditions. The noise level in the work environment is usually quiet and occasionally moderate.
