JOB DESCRIPTION
ASSISTANT CITY MANAGER AND DIRECTOR OF
ECONOMIC & COMMUNITY DEVELOPMENT
Supervised by: City Manager
Supervises: Building Officials, Inspectors, Code Officers, and Admin Support (11);
Oversight/Management of City Facilities through the Building Department;
Neighborhood Development Manager; Parks Maintenance Supervisor; Community and Economic
Planner Positions (3); and Special Events Coordinator and part-time support (2)
Position Summary:
Under the general guidance of the City Manager, the employee in this position will assist the City
Manager with assigned duties and responsibilities and manage city operational duties in the City
Manager's absence. This position is responsible for directing the City's economic development
strategy. This includes coordinating, managing, and implementing plans, programs, and activities to
promote community revitalization, neighborhood revitalization, infill development, historic
preservation, land use planning, zoning administration, and related community development and
redevelopment efforts within the city. The position oversees the Building Department, code
enforcement, community special events, park maintenance and development, contractual oversight
of recreational programming, and management of City facilities through the Building Department.
Essential Duties and Job Functions:
An employee in this position may be called upon to do any or all of the following essential
functions. These examples do not include all of the duties which the employee may be expected
to perform. To perform this job successfully, an individual must be able to perform each essential
function satisfactorily.
1. Consults with the City Manager on a regular scheduled basis to discuss operational needs,
provide operational updates, and discuss strategies for meeting the administration's goals
and objectives as directed by City Council.
2. Assists the City Manager in providing vision, leadership, supervision, and general direction
for the staff.
3. Provides support and assistance to the City Manager, including responding to and resolving
public inquiries, complaints, and urgent situations outside of traditional work hours.
4. Responsible for overseeing and assisting with high-level administrative projects as directed
by the City Manager.
5. Serves as a representative of the City and/or City Manager at designated meetings or
events.

6. Plans, organizes, coordinates and leads the Economic and Community Development
Department in a manner that promotes innovation and continuous improvement. Ensures
effective and efficient oversight and coordination of day-to-day operations by managers
within the Department. Coordinates the development and implementation of departmental
policies and procedures.
7. Serves as an advisor to the Mayor, City Council, and City Manager. Establishes strong
working relationships with City departments, boards, and commissions, such as the
Downtown Development Authority, Port of Monroe, Brownfield Redevelopment Authority,
Economic Development Review Committee, Monroe Building Authority, Citizens Planning
Commission, Historic District Commission, Heritage Corridor Advisory Committee,
Opportunity Center at ALCC Advisory Committee, Downriver Community Conference
Brownfield Consortium, Telegraph Road Corridor Improvement Authority, Construction Board
of Appeals, and Zoning Board of Appeals. Serves as staff liaison to assigned authorities.
8. Works closely with appropriate federal, state, and local agencies. Develops and maintains
positive and participative relationships with community leaders, residents, businesses,
organizations, neighborhood associations, and the media to effectively develop, promote,
implement, and evaluate community development plans, initiatives, policies, systems,
procedures, and programs. Attends various meetings to promote public relations and
enhance services and programs within the community.
9. Researches and anticipates the community's needs related to redevelopment and related
services. Provides leadership and assistance in the development of realistic and achievable
long and short-range goals, objectives, and action plans that will assist and encourage the
attraction and retention of businesses and residents while simultaneously maintaining the
character of the community. This includes expanding and rehabilitating commercial and
industrial businesses, reinvesting in communities and neighborhoods, and appropriately
reusing under-utilized or obsolete properties.
10. Participates in the recruitment and hiring of departmental and contract personnel. Evaluates
the structure and processes of the Economic and Community Development Department to
ensure continuous improvement in the efficiency and effectiveness of the team. Manages
staff in a manner that promotes positive employee relations, maximizes productivity, and
enhances its positive role within the community. Provides staff and members of
Boards/Committees with the leadership, training, tools, and opportunities necessary to
ensure professional and personal growth. Evaluates staffing levels and conduct regular
performance evaluations. Uses appropriate and effective remedial action as necessary.
11. Fosters professional and positive customer relations and contributes to issue resolution when
necessary. Works with other departments and the City Manager to ensure the timely and
satisfactory planning and implementation of initiatives and projects and the resolution of
issues. Ensures effective and timely follow-through on customer needs and promotion of
positive customer and community relations. Conducts retention visits with local businesses to
identify and address City-related concerns and issues.
12. Coordinates the preparation of departmental five-year capital improvement plans and
annual operating budgets. Supervises the expenditure of funds in accordance with approved

appropriations while ensuring proper controls and accountability. Ensures the development,
-year capital improvement plans.
13. Collaborates with the City Manager and city legal representatives to negotiate contracts,
develop plans, and execute relevant agreements on behalf of the City.
14. Analyzes financial reports and funding streams. Researches and explores funding
alternatives and recommends financial strategies. Reviews, interprets, and evaluates
pertinent project plans, oversees the compilation of status reports, coordinates consultants
and other interested parties and ensures thorough and timely project progress.
15. Oversees and participates in grant writing and administration. Oversees the administration
opportunities, and financial incentives for development, redevelopment, neighborhood
revitalization, and infrastructure. Maintains a high level of expertise and knowledge of all
state and federal programs that provide supplemental development or redevelopment
funding and incentives.
16. Develops and manages formal partnerships, collaborations, agreements, and contracts. Acts
as a liaison between developers and other City departments. Ensures coordination,
compliance, and communication with other organizations or agencies that have overlapping
functions and other units of government.
17. Works strategically with the City Manager, coordinates and consults with other City staff,
and seeks input from specialists and experts as needed. Prepares requests for proposals for
professional services and manages consultant contracts.

19. Provides oversight and management of code enforcement, blight enforcement, housing
rental program, and due on sale inspection programs.
20. Leads the coordination of maintenance, improvements, and general management of City-
owned properties and facilities.
21. Responsible for the management and oversight of City recreation programs, park and trail
maintenance, rental of park facilities, and community special events.
22. Prepares and advises the City Manager and City Council regarding long-term capital
improvement programs involving parks and trails within the City.
23. Monitors local, state, and federal legislation. Works directly with City retained lobbyist
regarding grants, state and federal special appropriations, and regulatory matters involving
economic and community development along with other city operations.
24. Performs other duties as required.

Requirements include the following:

courses and training in economic and community development are preferred.
● Seven or more years in economic and/or community development, complex project
management, or related experience required. Progressive responsibility and experience in a
municipal or public sector, including managerial/supervisory experience.

● Skill in the use of office equipment and technology, including Microsoft Suite applications
and software specific to the department, including GIS; and the ability to master new
technologies.

● Ability to work constructively and interact professionally with state and federal program
representatives, elected officials, planning boards and commissions, colleagues in other
departments, the general public, co-workers, and the media.

While in the office, the employee is regularly required to communicate in person and by telephone,
read regular and small print, view and produce written and electronic documents, and enter data
on a computer keyboard with repetitive keystrokes. The employee must be mobile both in an office
setting and in the field with the ability to stand, sit, stoop, and kneel, use hands to finger, handle, or
feel and reach with hands and arms. The employee must lift or push/pull objects up to 15 lbs. without
assistance. Accommodation will be made, if needed, for employees required to lift or move objects
that exceed this weight.
While performing the duties of this job, the employee regularly works in an indoor office setting and
occasionally works outdoors. The employee regularly travels between work sites using a motor
vehicle. The noise level in the work environment varies from quiet to loud.
