JOB DESCRIPTION
DIRECTOR OF ENGINEERING AND PUBLIC SERVICES
Supervised by: City Manager
Supervises: All employees in the Engineering and Public Services Departments,
either directly or through intermediate supervisory staff
Position Summary:
Under the direction of the City Manager, directs engineering and public works operations.
In the area of engineering, directs planning, surveying, design, construction management
and approval of major City construction and repair projects, including but not limited to
roadways, water mains, sanitary sewers, storm sewers, bridges, park facilities, retaining
walls, and other City infrastructure projects. As Director of Public Services, directs a staff
of full-time, part-time, contract, and / or seasonal or temporary employees in the regular,
orderly and efficient maintenance and repair of streets, storm sewer systems, parks
facilities
program and motor pool ope
Essential Job Functions:
An employee in this position may be called upon to do any or all of the following essential
functions. These examples do not include all of the duties which the employee may be
expected to perform. To perform this job successfully, an individual must be able to
perform each essential function satisfactorily.
1. Assists and advises the City Manager and City Council in decision-making on
annual and long-range capital improvements programs and repair and construction
needs. Conducts feasibility studies, prepares cost estimates, explains methods,
requirements, time considerations, and alternative approaches to construction and
repair.
2. Plans, organizes, and directs all aspects of departmental operations to improve
overall system and cost efficiency along with coordinating service objectives
including personnel, budgeting, general administration, billing, and capital
improvements. Develops, recommends, revises, and implements ordinances,
programs, policies, and procedures in accordance with City ordinances and
Federal, State and local regulations and requirements.

3. Directs assigned staff in preparing project plans and specifications for approved
projects, explaining specific project concerns, timetables, and expected progress.
4. Examines, approves, or adjusts data collection, record maintenance, plan
preparation, cost estimating, and preparation of contract documentation.
5. Coordinates work progress with consulting engineers and contractors to assure
conformity with approved plans. Approves mutually agreed upon deviation during
work in progress.
6. Prepares annual departmental budget for relevant Engineering, Public Services,
and other related funds and monitors approved budgets throughout the fiscal year.
7. Meets with other City Administrative Team members and City officials, community
stake-holders, and citizens to coordinate construction planning to assure all
relevant concerns are considered.
8. Arranges and coordinates staff training and professional development, monitors
work performance, and initiates additional training or disciplinary actions as
necessary.
9. Coordinates Special Assessment process for infrastructure process, directs
preparation of plans and specifications, and holds informational meetings as
appropriate.
10. Reviews construction and site plans for private developments prepared by
consulting engineers both within the City and in surrounding townships and
municipalities
11. Explains engineering and public works aspects of projects and activities to
interested citizens and resolves the more complex problems and citizen inquiries.
12. Oversees the safety aspects of construction projects as pertaining to employees,
contractors, and citizens, and initiates conformity as needed.
13. Coordinates construction projects with Federal, State, or other outside funding, and
and other relevant bodies.
14. Serves as the official City Traffic Engineer. Coordinates the Traffic Committee
agenda items and staffs the committee and/or assigns staff as necessary. Is
responsible for maintaining orderly traffic patterns and flow on City roadways,
analyzing data, and recommending necessary changes to roadway operations and
regulations.

15. Manages staff in review, issuance, and inspection of utility permits, permits for work
within the public right-of-way, sanitary sewer connection permits, and
oversize/overweight load permits.
16. Assists as necessary with building and facilities projects, contracts, and inspection
activities.
17. Prepares written policies and procedures for operating activities in conformance
with laws, City Ordinances, and City Council and Manager directives.
18. May serve as Acting City Manager in the absence of the City Manager upon his /
her specific direction and at his/her pleasure.
19. Participates where necessary and desired in the collective bargaining process.
20. Plans and coordinates the efficient and effective use of Public Services and, where
necessary, Engineering and other City Departmental personnel to meet established
public services priorities and deadlines.
21. With the assistance of Departmental Superintendents and Supervisors, assigns work
projects to Operations, Forestry and Parks crews and determines appropriate
staffing levels and timetables. Designates individuals for tasks as needed based on
skills and monitors performance to eliminate duplication of effort and inefficient
practice.
22. Prepares and implements, as necessary, operations plans and procedures for winter
maintenance, flooding, and other emergency-type events involving public service
resources.
23. Interacts with other City Departments and other governmental entities where
appropriate to coordinate common work activities, equipment usage, and other
areas of common interest and responsibility.

27. Serves on or attends meetings for various boards and commissions, as necessary to
assist in carrying out responsibilities of the position.

Required Knowledge, Skills, Abilities and Minimum Qualifications:

Requirements include the following:

• Seven or more years of engineering, construction, public works, and project
management experience, including supervisory experience.
• State of Michigan Professional Engineering License (PE)
• A valid Michigan Vehicle
and the ability to maintain one throughout employment.
• Ability to establish effective working relationships and use good judgment, initiative
and resourcefulness when dealing with employees, City officials, project
contractors and the public.
• Ability to communicate effectively and present ideas orally and in writing. Ability to
prepare and maintain a wide variety of records and reports according to accepted
standards.
• Ability to oversee and supervise the work of others.
• Ability to work effectively under stress and changes in work priorities.
• Ability to perform visual inspections of outdoor projects and conduct field visits.
• Proficiency in the use of computer-aided design software and spreadsheet and
word-processing applications.
• Familiarity with Geographic Information Systems and their applicability to municipal
engineering and public services activities as well as ability with Microsoft Suite
applications.

• Thorough knowledge and understanding of applicable state and local building
codes and ordinances, engineering practices and construction techniques.
• Considerable knowledge of the principles and practices of plan review and site
inspection.
• Good knowledge of municipal operations as they relate to the development and
growth of the City.
• Skill in creating and interpreting maps and drawings, estimating material needs and
maintaining records.
• Ability to read and interpret blueprints and specifications.
• Familiarity with construction materials and supplies used in public works and
engineering work.
• Ability to assemble data and to prepare clear and accurate reports.
• Ability to attend meetings scheduled at night or at times other than regular business
hours.
• Ability to critically assess situations, solve problems and work effectively under
stress within deadlines and changes in work priorities.

The physical demands and work environment characteristics described here are

While performing the duties of this job, the employee regularly works both in an office and
in the field. While in the office, the employee is regularly required to communicate in
person and by telephone, read regular and small print, view and produce written and
electronic documents and enter data on a computer keyboard with repetitive keystrokes.
The employee must be mobile both in an office setting and in the field with the ability to
stand, sit, stoop and kneel, use hands to finger, handle, or feel and reach with hands and
arms. The employee must lift or push/pull objects of up to 25 lbs. without assistance.

that exceed this weight.

While performing the duties of this job, the employee regularly works both indoors and
outdoors and regularly travels between work sites using a motor vehicle. While on project
sites, the employee is occasionally exposed to fumes or airborne particles and outside
weather conditions and occasionally works near moving mechanical parts and/or
machinery. The noise level in the work environment is usually quiet, but may become loud
on project sites.
