HomeMy WebLinkAboutAssistant City Engineer Job Description 07 07 25CITY OF MONROE JOB DESCRIPTION ASSISTANT CITY ENGINEER Supervised by: Director of Engineering Supervises: Employees assigned to Engineering, or others as directed. Position Summary: Under the general supervision of the Director of Engineering, designs, manages, and monitors construction activities within the public right-of-way. Oversees construction activities, assuring compliance with project specifications, and administers all facets of assigned projects. Assists the Director of Engineering in developing the annual operating and capital budgets, including developing and administering departmental policies and procedures. Assists the Director in prioritizing daily work assignments and provides instruction to staff. Monitors staff performance Traffic Engineer, and performs other duties in support of the Engineering Department, including utility permitting, private site development review, and Federal and State funding programming. Receives project assignments from the Director of Engineering concerning construction and repair of streets, water mains, sanitary sewers, flood control, or segments of the engineering process on larger projects. Prepares related cost estimates. 2. Conducts studies of pertinent project considerations and prepares design calculations, maps and plans, along with special interest reports. 3. Prepares or coordinates with consulting engineers, thorough engineering plans and specifications according to proper engineering design and citizen and community needs and desires. Prepares and estimates quantities and types of materials needed and related project costs. 4. Performs procedural and administrative tasks pertaining to special assessment processes, State permits, grant applications, and bid processes. 5. Manages construction projects in progress, including directing and assigning field inspections, monitoring contractor adherence to specifications, processing pay estimates, and finalizing contractor payments. Prepares as-built drawings as required. Coordinates construction activities with contractors, public utilities, and the general public. Establishes communication channels and seeks to minimize work disruptions. 6. Responds to inquiries and complaints from the general public or other City Departments. Researches issues, provides explanations, initiates corrective actions, or takes other actions to resolve construction issues or problems. 7. Conducts construction inspections, including testing of water and sewer main projects, in the absence of other available staff. 8. Solves on-site disputes pertaining to specifications and contract provisions, or refers unresolved problems to superiors. 9. Reviews private development plans for City water, sewer, and other standards as required. 10. Coordinates review, issuance, and inspection of utility permits, permits for work within the public right-of-way, sanitary sewer connection permits, and oversized/overweight load permits. 11. May serve as Traffic Engineer, responding to issues, concerns, and complaints of traffic safety, traffic flow, and parking. 12. Acts as expert staff for the Traffic Committee, collecting data pertaining to traffic and parking issues and developing recommendations for change 13. Prepares a variety of traffic reports for submission to other agencies or the Traffic Committee. Performs or directs others to perform traffic counts, surveys, and other quantitative tasks. 14. Utilizes various computer software applications for design, contract administration, and spreadsheet preparation. 15. Performs various administrative tasks, such as final accounting for special assessments, and assembling figures for intergovernmental reporting. 17. Serves as a backup for the Department of Public Services Operations Supervisor in the absence of adequate available personnel, as directed. 18. Represents the Engineering or Public Services Department, where directed by the Director of Engineering, at drills and/or real-life events where participation at the City or County Emergency Operations Center is deemed necessary. 19. Where directed, coordinates annual Programming of Federal-Aid roadway projects, and other work activities with Federal and State funding. 20. Directs Engineering staff in the absence of the Director. 21. Directs and assigns Engineering staff on a daily basis in order to meet workloads and the project schedule developed in conjunction with the director. 22. Monitors individual work performance and initiates additional training and/or disciplinary actions as required. 23. Recommends and assists in the implementation of goals and objectives, implements policies and procedures. 24. Participates in employee interviews. Provides input in the hiring process. 25. Assists Director of Engineering and Public Services Superintendent with administration of refuse, recycling, and yard waste service agreement and addressing customer complaints. 26. Responds to public inquiries and complaints at the City Hall counter, by phone, or electronically, and assists the public as needed. Where conditions dictate, resolves more serious and complex complaints and irate citizen concerns that are unable to be addressed by subordinate staff. 27. Performs related work as required. Physical Demands and Work Environment: The physical demands and work environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job. While performing the duties of this job, the employee is regularly required to communicate with others and view and produce written documents. The employee frequently is required to use their hands to finger, handle, or feel, and reach with hands and arms. In the course of inspecting engineering projects, the employee is occasionally required to stand, walk, stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move items of light to moderate weight. While performing the duties of this job, the employee regularly works in a business office setting but is also required to work in the field to inspect and direct engineering projects. While on project sites, the employee is occasionally exposed to fumes or airborne particles and outside weather conditions and occasionally works near moving mechanical parts and/or machinery. The noise level in the work environment is usually quiet, but may become loud on project sites.
