JOB DESCRIPTION
ENGINEERING TECHNICIAN
Supervised by: Director of Engineering and Public Services
Supervises: May oversee and direct the work of others in the Department of
Engineering and Public Services based on specific work assignment
and staffing needs
Position Summary:
Under the supervision of the Director of Engineering and Public Services. Designs,
manages and monitors construction activities within the public right-of-way for street and
utility projects. Prepares bids, oversees or inspects construction activities assuring
compliance with project specifications and administers all facets of assigned projects.
Responds to public issues and performs other tasks related to surveying, construction
inspection and administration.
Essential Job Functions:
An employee in this position may be called upon to do any or all of the following essential
functions. These examples do not include all of the duties which the employee may be
expected to perform. To perform this job successfully, an individual must be able to
perform each essential function satisfactorily.
1. Receives project assignments from the Director concerning construction and repair
of streets, water mains, sanitary sewers, flood control or segments of the
engineering process on larger projects. Prepares related cost estimates.
2. Prepares thorough engineering plans and specifications according to proper
engineering design and citizen and community needs and desires. Prepares and
estimates quantities and types of materials needed and related project costs.
3. Performs procedural and administrative tasks pertaining to special assessment
processes, State permits, grant applications and bid processes.
4. Manages construction projects in progress, including directing and assigning field
inspections, monitoring contractor adherence to specifications, processing pay
estimates, and finalizing contractor payments. Prepares as-built drawings as
required.

5. Solves on-site disputes pertaining to specifications and contract provisions or refers
unresolved problems to superiors.
6. Coordinates construction activities with contractors, public utilities and the general
public. Establishes communication channels and seeks to minimize work
disruptions.
7. Responds to inquiries and complaints from the general public or other City
Departments. Researches issues, provides explanations, initiates corrective actions
or takes other actions to resolve construction issues or problems.
8. Functions as leader, or a member of the survey team, as needed.
9. Conducts construction inspections including testing of water and sewer main
projects.
10. Performs various administrative tasks, such as final accounting for special
assessments, and assembling figures for intergovernmental reporting.

13. Serves as a backup for the Department of Public Services Operations Supervisor in
the absence of adequate available personnel, as directed.
14. Represents the Engineering or Public Services Department, where directed by the
Director, at drills and / or real-life events where participation at the City or County
Emergency Operations Center is deemed necessary.
15. Acts as the Director of Engineering and Public Services in the absence of the
Director, based on seniority within the Department, if so directed.

• A Engineering, Engineering Technology
or a related field.
• Four years of progressive experience as a draftsman, engineering aide, construction
inspector, or similar position.

• Minimum score of 70% on the City of Monroe aptitude examination.
• Considerable knowledge of the application of surveying, construction inspection
and civil engineering practices and procedures.
• Ability to perform visual inspections of outdoor projects and conduct field visits.
Ability to manage MDOT administered construction projects.
• Skill in the use of office equipment and technology, including Microsoft Suite
applications and software specific to the department including CAD; and the
ability to master new technologies.
• Skill in creating maps and drawings, estimating material needs and maintaining
records.
• Ability to read and interpret blueprints and specifications.
• Familiarity with construction materials and supplies used in public works and
engineering work.
• Ability to assemble data and to prepare clear and accurate reports.
• Good knowledge of municipal operations as they relate to the development and
growth of the City.
• Skill in interpreting and applying municipal codes and ordinances.
• Ability to critically assess situations, solve problems and work effectively under
stress within deadlines and changes in work priorities.
• Ability to establish effective working relationships and use good judgment, initiative
and resourcefulness when dealing with employees, City officials, project
contractors and the public.

Physical Demands and Work Environment:
The physical demands and work environment characteristics described here are
representative of those an employee encounters while performing the essential functions

While performing the duties of this job, the employee regularly works both in an office and
in the field. While in the office, the employee is regularly required to communicate in
person and by telephone, read regular and small print, view and produce written and
electronic documents and enter data on a computer keyboard with repetitive keystrokes.
The employee must be mobile both in an office setting and in the field with the ability to
stand, sit, stoop and kneel, use hands to finger, handle, or feel and reach with hands and
arms. The employee must lift or push/pull objects of up to 25 lbs. without assistance.
Accommodation will be made, if needed, for employees required to lift or move objects
that exceed this weight.
While performing the duties of this job, the employee regularly works both indoors and
outdoors and regularly travels between work sites using a motor vehicle. When working
outdoors, the employee is exposed to outside weather conditions, dust, fumes and
airborne particles, and may occasionally be exposed to moving mechanical parts, high
precarious places, and hazardous materials. The noise level in the work environment varies
from quiet to loud.
