JOB DESCRIPTION
ASSISTANT CITY MANAGER/DIRECTOR OF FINANCE
Supervised By: City Manager
Supervises: Employees assigned to the Finance Department
Position Summary:
Under the general direction of the Mayor and Council, works cooperatively with the City Manager on
budget and financial matters. Manages, develops and maintains effective systems of financial
analysis of City operations, auditing, budget planning, central accounting, risk management and
investments. Serves as financial advisor for City operations and directs staff in the central accounting
of funds. Serves as assistant and chief financial advisor to the City Manager, including providing
assistance and support. Supervises the Information Technology function of the City.
Essential Job Functions:

1. Responsible to the Mayor and Council and reports to them any recommendations necessary to
establish and maintain an efficient and honest financial operation.
2. Assists the City Manager in providing visionary, innovative leadership, supervision and general
direction for the City Management Team.
3. As assigned by the City Manager, provide assistance and support to the City Manager,
including responding to and resolving public inquiries and complaints.
4. May serve as staff and liaison for a variety of boards and commissions.
5. Confers with the City Manager on administrative matters and makes recommendations for
action.
6. Plans, organizes, and directs all aspects of finance department operations including
personnel, budgeting and general administration. Develops, recommends and implements
policies and procedures in accordance with departmental needs and City directives.
7. Participates in the recruitment and hire of department personnel directly or through
subordinate personnel. Supervises personnel, evaluates performance, and oversees training
and professional development. Takes disciplinary action according to established procedures.

8. Files financial reports with federal and state funding or grantor agencies as required.
9. Provides leadership and direction in the development of short and long range financial plans.
Gathers, interprets and prepares data for studies, reports and recommendations.
Coordinates department activities with other departments and agencies as needed. Develops
financial studies and plans for review and study by the City Manager, Mayor and City Council.
Forecasts, estimates, and monitors the financial condition of the City to assure current and
future wellbeing.
10. Serves as chief financial advisor to the City Manager.
11. Serves as City Manager in the absence of the City Manager.
12. Administers and maintains general ledger and other associated financial records and
software. Assures the proper maintenance of all financial records of the City.
13. Establishes and maintains internal control procedures and assures that state and national
standard accounting procedures are maintained.
14. Oversees City budget preparation and management. Reviews budget submissions from all
departments and makes suggested adjustments necessary to balance the budget. Prepares
proposed and adopted City budget documents in cooperation with the City Manager for
adoption by the City Council.
15. Manages and supervises the annual audit process including preparation of workpapers,
schedules and final report narratives and statistical tables. Works with external auditors to

21. Serves as Supervisor of the Information Technology function of the City, including budget
development and overall management.
22. Manages special projects as assigned or through self-initiation.

Required Knowledge, Skills, Abilities and Minimum Qualifications:
The requirements listed below are representative of the knowledge, skills, abilities and minimum
qualifications necessary to perform the essential functions of the position. Reasonable

Requirements include the following:
• Degree in accounting, finance, business or a closely related field.
• Seven years of progressively responsible municipal finance work, or an equivalent
combination of education and experience.
• CPA or CGFM certification is highly desired.
• A valid Michigan Vehicle
ability to maintain one throughout employment.
• Considerable knowledge of modern governmental accounting theory, principles and
practices, internal control procedures and management information systems, office
automation and computerized financial applications, public finance and fiscal planning,
payroll and accounts payable functions.
• Working knowledge of budgetary, accounting and reporting systems, GAAFR, GAAP and
GASB, and skill in applying related principles and requirements.
• Ability to maintain efficient and effective financial systems and procedures.
• Ability to critically assess situations and solve problems, and to work effectively under
stress, within deadlines and changes in work priorities.
• Ability to administer a centralized information technology system and cutting edge
technology.
• Ability to establish effective working relationships and use good judgment, initiative and
resourcefulness when dealing with employees, City administrators and officials,
professional contacts and the public.
• Ability to attend meetings scheduled at night or at times other than regular business hours.

While performing the duties of this job, the employee is regularly required to communicate in
person and by telephone, read regular and small print, view and produce written and electronic
documents and enter data on a computer keyboard with repetitive keystrokes. The employee must
be mobile in an office setting, stand, sit, stoop and kneel, use hands to finger, handle, or feel and
reach with hands and arms. The employee must lift or push/pull objects of up to 15 lbs. without
assistance. Accommodation will be made, if needed, for office employees required to lift or move
objects that exceed this weight.
The typical work environment of this job is a business office setting where the noise level is quiet
and sometimes moderate.
