HomeMy WebLinkAboutAssistant Finance Director Job Description 07 07 25CITY OF MONROE JOB DESCRIPTION ASSISTANT FINANCE DIRECTOR Supervised By: Director of Finance Supervises: Accountant I, Accountant II, and Payroll Clerk Position Summary: Under the supervision of the Director of Finance, maintains the general ledger accounting system and prepares journal entries as necessary. Assists with and directs staff in the completion of fiscal year-end accounting and the preparation of the Comprehensive Annual Financial Report (CAFR). Assists the Finance Director and performs analysis in the preparation of the annual City budget. Prepares journal entries, budget amendments, and performs general ledger and bank account reconciliations. Maintains Fixed Assets and Long-Term Debt records and performs other tasks in support of Finance Department operations. Supervises staff responsible for the accounts payable and miscellaneous accounts receivable functions. To perform this job successfully, an individual must be able to perform each essential function satisfactorily. 1. Maintains general accounting and subsidiary ledgers for all funds. Maintains accounting systems and procedures in accordance with generally accepted accounting principles. 2. Administers the annual budget process under the supervision of the Finance Director. 3. Prepares and posts journal entries and budget amendments for all funds, and makes journal entry adjustments as required. After posting, runs trial balances, checks errors, and makes corrective journal entries as necessary. Seeks clarifications to incomplete or improperly reported transactions as necessary, and completes the balancing process. 4. Assists in the preparation of general-purpose financial statements and provides required documentation to external auditors for purposes of meeting annual financial reporting requirements. Assists the Finance Director with year-end financial reporting and preparation of the Michigan F-65 report. 5. Maintains tax collection records, posts taxes to different accounts and distributes appropriate information and tax collections to other governmental agencies. Manages distribution to City tax increment financing entities. 6. Maintains a working knowledge of the chart of accounts and assists department heads and City personnel with informational requests. 7. Creates new spreadsheet files and prepares periodic service and status reports for informational needs, management review and budget analysis. Prepares annual Act 51 reports and supervises preparation of quarterly trunkline reimbursement reports. 8. 9. Supervises the preparation of annual 1099-MISC forms; distribution of forms to vendors; files information with State and Federal tax agencies. 10. Administers procurement card program. Audits monthly credit card transactions; reconciles transaction data to statements and exports transactions from credit card software into accounts payable program. Manages non-sufficient funds check accounting. 11. Provides backup support and performs the functions of the Payroll Clerk and Accountant I in their absence. 12. Administers City Purchasing Process, including posting of bids and creation of bid tabulations. 13. Reconciles special assessment, tax, and utility receivable accounts. 14. Maintains delinquent personal tax receivable and revenue accounts. 15. Ensures proper accounting for grants, including any receivables or deferrals. 16. Assists the Finance Director in calculating the net pension liability and net OPEB obligation liability. 17. Main Assists Finance Director with quarterly investment reporting. 18. Maintains the accounting for Long Term Debt and Capital Assets. 19. Manages the Finance Department's records retention program. 20. Supervises accounting personnel, monitors work performance, arranges for training, and recommends disciplinary actions if necessary. Participates in employee interviews and provides input in the hiring process. 21. Recommends and assists in the implementation of goals and objectives, implements policies and procedures. 22. 23.
