HomeMy WebLinkAboutProperty Appraiser II_Job Description 07 24 25 CITY OF MONROE JOB DESCRIPTION PROPERTY APPRAISER II Supervised By: Assessor Supervises: No supervisory responsibilities Position Summary: Under the supervision of the Assessor, appraises commercial, industrial, residential, and personal properties to determine true cash value and property assessments. Performs field inspections, analyzes sales and financial data, applies quantitative methodologies, and develops assessment findings and reports. Essential Duties and Job Functions: An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties that the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily. 1. Performs physical inspections of new construction and existing structures. Obtains physical measurements and evaluates construction qualities and features to determine class and value of property for assessment purposes. 2. Monitors real estate market activity and property improvements through ongoing review of documentation such as real estate transfer affidavits, deeds, building permits, and other information related to property transfer or improvements. 3. Audits personal property statements and performs on-site inspections. Examines property records, tax returns, physical equipment, and other criteria, and determines the true cash value of the property. 4. Employs complex assessing techniques and utilizes a variety of ratios and factors to develop property appraisals. Prepares related reports that 5. Required Knowledge, Skills, Abilities and Minimum Qualifications: The requirements listed below are representative of the knowledge, skills, abilities and minimum qualifications necessary to perform the essential functions of this position. Requirements include the following: • • Certification as a Michigan Certified Assessing Officer (MCAO) minimum, Michigan Advanced Assessing Officer (MAAO) preferred. Maintain certification through annual continuing education classes. • Three years of experience in assessing, appraising, or a related real estate discipline. • maintain one throughout employment. • Minimum score of 70% on the City of Monroe aptitude examination • Knowledge of the principles of appraising commercial, industrial, residential and personal property, and training in property inspection techniques, comparison/adjustment/reconciliation process and assessment role and tax role preparation. • Knowledge of the tax assessment practices of the City. • Skill in the use of office equipment and technology, including Microsoft Suite applications and software specific to the department, and the ability to master new technologies. • Skill in the calculation of figures, evaluation of conditions and values, and making determinations based on appraisal standards. • Ability to perform visual inspections, take measurements and determine value of property, equipment and new or existing structures. • Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with employees, City officials, property owners and the general public. • Ability to communicate effectively and present ideas orally and in writing. Ability to prepare and maintain a wide variety of records and reports according to accepted standards. • Ability to work effectively under changes in work priorities. Physical Demands and Work Environment: The physical demands and work environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job. While performing the duties of this job, the employee regularly works both in an office and in the field. While in the office, the employee is regularly required to communicate in person and by telephone, read regular and small print, view and produce written and electronic documents and enter data on a computer keyboard with repetitive keystrokes. The employee must be mobile both in an office setting and in the field with the ability to stand, sit, stoop and kneel, use hands to finger, handle, or feel and reach with hands and arms. The employee must lift or push/pull objects of up to 25 lbs. without assistance. Accommodation will be made, if needed, for employees required to lift or move objects that exceed this weight. While performing the duties of this job, the employee regularly works both indoors and outdoors and regularly travels between work sites using a motor vehicle. The noise level in the work environment varies from quiet to loud.
