JOB DESCRIPTION
FIRE COMMANDER
Position Summary: Under the direction of the Public Safety Director plans, organizes and
administers Fire Department operations, including fire prevention, suppression, and
medical response services.
Reports to: Director of Public Safety
Supervises: All shift personnel and Marine Division (Fire) coordinates with Police Marine
Division

Essential Job Functions:
This position is to have an overall understanding how the disciplines of police and fire work
together. This position works closely with the Director and participate in overall planning.
• Assigns and directs the work of employees in the areas of fire prevention, fire
suppression, code enforcement, investigation, commercial/industrial/institutional
inspections, and public liaison and education programs. Coordinates and
commands special operations and emergency situations.
• In collaboration with Public Safety Division management, researches and
anticipates the needs of the community related to fire services and develops long
and short-range plans for efficient departmental operations in providing continuous
patrol/deterrent, crime prevention, law enforcement and specialized investigation.
• Assigns and directs the work of employees in the areas of fire prevention, EMS and
public education programs.
• Oversight of fire shift personnel.
• Plans, assigns, directs, and reviews activities of fire personnel on an assigned shift.
• Schedules time off and transfers personnel for fill-in.
• Determines available compliment of personnel and adjusts assignments in the
absence of scheduled personnel.
• Direct oversight - shift Captains from Fire.
• Receive and provide recommendations for resolution of Grievances provide
documentation to Director.
• Evaluates Fire Captains according to policy as well as continual evaluation of
performance of Fire Captains and their subordinates.
• May be responsibility to investigate and make recommendations regarding internal
or external complaints Fire personnel.
• Takes disciplinary action up to an immediate removal from duty, according to
established procedures and in conformance with applicable collective bargaining
agreements, City policies and State and Federal regulations.
• Attends Officer, Staff, and Command meetings; communicates information along
the department's chain of command (includes regular attendance at fire roll calls)
• Briefs personnel on unusual or pending circumstances.
• Serves as Incident Commander in major incidents for fire and fire responses.
• Assists in leading, managing and coordinating all Public Safety operations and
services through a defined management and command structure.
• Scheduling for Fire.
• Responsible for Professional Development (Training):
a. Fire Fighter and PSO Training (coordinating with Police Commander)
b. Paramedic / EMT / MFR
c. Marine Division Fire
d. a c will require the following:
i.Yearly Training plan submitted to Director.
ii.Coordinated training with Police Commander.
iii.Quarterly updates on progress.
iv.Responsible for scheduling training that requires immediate attention
(legal updates, procedural, etc).
v.Responsible for the coordination of training records with the
Administrative Commander.
vi.Responsible for ensuring mandatory training is completed by every
firefighter and PSO.
vii.Recommendations for Equipment and other purchases related to field
work and training.
viii.Recommendations for trainers (in-house, consulting firms, surrounding
agencies, etc).
• Grant Manager and Coordinator (works with Confidential Commander)
• Duties of a Public Information Officer as called upon.
• Cadet Program for Fire
• Fleet Management Fire
Supervision over the training programs for fire operations to ensure probationary officers
receive proper training and instruction. This position will supervise the Field Training
Officers from Fire and make recommendations concerning probationary employe
progress, having the final determination for training extension, completion, or termination.
• Responsible for the scheduling and oversight of the Field Training Program.
• Field Training Officers
• Responsible for ensuring accurate records and tracking are maintained for all
probationary employees while in the Field Training programs.
