JOB DESCRIPTION
POLICE COMMANDER
Reports to: Director of Public Safety
Supervises: Road Patrol, Investigative Bureaus, and Marine Division (Police) coordinates with Fire
Marine Division
Position Summary:
Plans, organizes, and administers Police Department operations, including crime prevention,
investigation, and law enforcement services.
Essential Job Functions:
This position requires an overall understanding of how the disciplines of police and fire work
together. This position works closely with the Director and participates in overall planning.
• In collaboration with Public Safety Division management, researches and anticipates the
needs of the community related to police services and develops long and short-range plans
for efficient departmental operations in providing continuous patrol/deterrent, crime
prevention, law enforcement, and specialized investigation.
• Assigns and directs the work of employees in the areas of crime prevention, law
enforcement, investigation, and public liaison and education programs. Coordinates and
commands special operations and emergency situations.
• Direction, Oversight, and Administrative supervision of the Investigative offices of the Public
Safety Department
• Oversight of shift personnel
• Plans, assigns, directs, and reviews activities of police personnel on an assigned shift.
• Schedules time off and transfers personnel for fill-in.
• Determines the available complement of personnel and adjusts assignments in the absence
of scheduled personnel.
• Helps to coordinate by directing and organizing police shifts and fire platoons for training.
• Direct oversight - shift Captains from Police.
• Receive and provide recommendations for the resolution of Grievances provide
documentation to the Director.
• Evaluates Police Captains according to policy, as well as continual evaluation of the
performance of Police Captains and their subordinates.
• May be responsible for investigating and making recommendations regarding internal or
external complaints against Police personnel.
• Takes disciplinary action up to an immediate removal from duty, according to established
procedures and in conformance with applicable collective bargaining agreements, City
policies, and State and Federal regulations.
• Attends Officer, Staff, and Command meetings; communicates information along the
department's chain of command (includes regular attendance at police and fire roll calls)
• Briefs personnel on unusual or pending circumstances.
• Serves as Incident Commander in major incidents for police and fire responses.
• Assists in leading, managing, and coordinating all Public Safety operations and services
through a defined management and command structure.
• Scheduling for Police.
• Responsible for Professional Development (Training):
a. PSO Training (coordination with Fire Commander)
b. MFR
c. Marine Division Police & Fire
d. a c will require the following:
i. Yearly Training plan submitted to Director.
ii. Coordinated training with Fire Commander.
iii. Quarterly updates on progress.
iv. Responsible for scheduling training that requires immediate attention (legal
updates, procedural, etc.).
v. Responsible for the coordination of training records with the Administrative
Commander.
vi. Responsible for ensuring mandatory training is completed by every officer.
vii. Recommendations for Equipment and other purchases related to field work and
training.
viii. Recommendations for trainers (in-house, consulting firms, surrounding agencies,
etc.).
• Field Training Coordinator for the Department of Public Safety (Police) Supervision over the
training programs for police operations to ensure probationary officers receive proper
training and instruction. This position will supervise the Field Training Officers from the
the final determination for training extension, completion, or termination. Responsible for
the scheduling and oversight of the Field Training Program.
