Job Description 2021CITY OF MONROE JOB DESCRIPTION MASTER MECHANIC - DPS Supervised By: Superintendent of Public Services or other supervisory staff as assigned. Supervises: No supervisory responsibilities Position Summary: Under the supervision of the Superintendent of Public Services or other supervisory staff, is responsible for the diagnosis, preventative maintenance, and corrective repair of the City’s equipment fleet, including passenger vehicles, police patrol cars, motorcycles, light and heavy-duty trucks, heavy and specialized equipment, small power equipment and tools, and any other items as may from time to time be maintained by the City Department of Public Services. During winter operations and other emergency operations periods, is expected to utilize available skills for general Departmental benefit, performing other tasks, including operation of various equipment and other general labor tasks typically assigned to other departmental classifications. Position is expected to perform with limited day-to-day supervision, relying on supervision for prioritization of lengthy repair activities but directly handling and completing minor repair activities and “drop-in” type repairs such as fluid level corrections, bulb changes and the like in accordance with departmental policies. Essential Job Functions: An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily. 1. Receives job assignments to correct vehicle or equipment breakdowns at area job sites or on those brought to the repair facility. Interviews operators or other personnel as necessary to identify the nature of the problem. 2. Confers with assigned supervisory personnel when needed on methods of repair, timing of removal from service for the minimization of equipment down time and for optimum staff scheduling when appropriate. 3. Dismantles all or part of the vehicles and equipment as necessary to reach suspected area of malfunction. Makes repairs necessary to permit return to service or to repair facility for additional repair when appropriate. Makes use of towing truck and other apparatus to enable equipment to be brought to repair facility when needed. 4. Performs advanced diagnosis on more complex problems using testing meters, and examines electrical circuit schematics, diagrams, and prints. 5. Lists parts necessary for repair, arranges for purchase and delivery when needed and as directed by supervision. Responsible for maintaining shop inventory of items not tracked through the City’s inventory system, such as bolts, washers, and the like, and advising supervision when re- ordering is necessary. Master Mechanic – DPS Page 2 6. Is expected to skillfully operate all equipment that is a part of the City’s equipment fleet at any time and for any purpose. 7. Performs normal and comprehensive preventative maintenance tasks including, but not limited to; oil changes; engine tune-ups; tire inspection, rotation, and replacement; fluid level checking; and timing adjustments. 8. Performs overhauls, dismantles engines, replaces worn parts and seals, tests compression, replaces brakes and linings, performs front end alignments, and performs a wide variety of other normal major repair activities. 9. Re-wires equipment using schematics, manuals, and manufacturers’ suggestions. 10. Utilizes a full range of mechanic tools including, but not limited to: hand and power tools, air impacts, chisels, torque wrenches, test meters, chain falls, grinders, sanders, torches, drills, and drill presses. Repairs vehicles using hydraulic lifts, hoists, or similar, as well as in place at grade when necessary. 11. Upon completion of repairs, tests completed work for conformance to standards and records all actions and work progress for management review. Lists parts and materials used. 12. Confers with other departmental personnel to determine common parts needs, common recurring equipment problems, and for exchange of equipment when necessary. 13. Practices proper safety procedures for heavy equipment repair, in accordance with appropriate legal requirements and commonly-accepted standards. 14. When directed by supervisory personnel, coordinates with private maintenance facilities for specialty work or as otherwise needed. Advises supervisory staff as to any discrepancies between quotations from competing facilities, and any differences of opinion in required repairs between City personnel and outside facilities. 15. Participates in seasonal equipment change-over, adding and removing appurtenances to equipment for snow removal, salting, grading, etc. Is expected to advise supervisory staff as to readiness of seasonal equipment when completed. 16. During winter operations and other emergency operations periods and any other times deemed necessary for maximum efficiency of Departmental operations, performs other tasks at lower classifications and / or outside of normal job duties, including operation of heavy or medium equipment and other general labor tasks typically assigned to other departmental classifications. 17. Assists supervisory staff in developing specifications for new vehicles and equipment, and reviews submitted bid information from vendors for compliance with specifications. 18. Prepares vehicles and equipment for sale when needed, including cleaning, stripping out unneeded equipment, etc. Assists supervisory personnel during sale or auction period with providing equipment maintenance history and showing equipment to potential buyers when directed. 19. Prepares and maintains police vehicle equipment such as light bars, radios, in-vehicle computers, emergency medical equipment and the like, in conjunction with information technologies Master Mechanic – DPS Page 3 personnel as appropriate. 20. Uses gas and electric arc welding equipment to perform various tasks including, but not limited to: welding equipment element breaks, repairing safety chains and towing equipment, construction and repair of barricades, sign posts, stands and the like, repair of broken tools, welding of barrier posts, fences, chains, and other objects commonly used in City facilities and parks, and similar activities. Position is responsible for maintaining all welding equipment and ordering necessary materials. 21. Performs related work as required. Required Knowledge, Skills, Abilities and Minimum Qualifications: The requirements listed below are representative of the knowledge, skills, abilities and minimum qualifications necessary to perform the essential functions of the position. Requirements include the following: • High School graduate or equivalent; an Associate’s Degree in auto mechanics, preferred. • Four years of experience in automotive and heavy equipment repair activities. • A valid Michigan Vehicle Operator’s driver’s license, a satisfactory driving record, and the ability to maintain one throughout employment. • Commercial Driver’s License (CDL), Type “A” required. • Certification as a Master Mechanic, Master Medium-Heavy Vehicle Technician and Master Motorcycle Mechanic. • Minimum score of 70% on the City of Monroe aptitude examination. • Ability to obtain additional certification for tank operation (“N” endorsement). • Knowledge of proper safety procedures normally associated with public works activities and vehicle and equipment repair. • Skill in performing mechanical, electrical and preventive maintenance and repairs on a wide range of vehicles and equipment found in a municipal fleet. • Ability to learn computer programs or technical devices used by the department to maintain records, specifications and repair work orders. • Ability to demonstrate the proper use of timing equipment, hand and power tools, etc. • Ability to critically assess situations, solve problems and work effectively under stress within deadlines and changes in work priorities. • Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with employees, City officials, project contractors and the public. Master Mechanic – DPS Page 4 • Ability to respond to emergency situations on a 24 hour basis. Physical Demands and Work Environment: The physical demands and work environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job. While performing the duties of this job, the employee is frequently required to stand, sit, walk, climb, use hands and fingers, talk, hear, view and create written documents, and communicate with others on the phone and in person. The employee uses hand strength to grasp tools and may climbs ladders or uneven terrain. The employee is frequently required to reach with hands and arms, such as to operate and repair vibrating machinery, use wrenches, hand tools, etc. and operate motorized equipment and vehicles. The employee must lift or push/pull objects of up to 75 lbs. without assistance. Accommodation will be made, if needed, for employees required to lift or move objects that exceed this weight. While performing the duties of this job, the employee regularly works in an inside environment, but one that often has an adverse temperature range due to the need for doorways to remain open at times. The employee is frequently exposed to moving mechanical parts; risk of electrical shock; vibration; fumes or airborne particles; and toxic or caustic chemicals. The noise level in the work environment is typically loud to very loud. When utilized as an equipment operator in other work activities, employee may be exposed to extreme hot and cold temperatures, adjacent traffic, and other hazards associated with those work activities.
