HomeMy WebLinkAboutDPS Heavy Equipment Operator Job Description 04 2021 CITY OF MONROE JOB DESCRIPTION HEAVY EQUIPMENT OPERATOR - PUBLIC SERVICES DEPARTMENT Supervised By: Operations Crew Supervisor DPS Supervises: No supervisory responsibilities; may be responsible for oversight of one or more personnel based on operational needs and job requirements. Position Summary: Under the supervision of the Operations Crew Supervisor DPS, is responsible for the operation and routine operational maintenance of a variety of equipment classified by the Department as heavy equipment. Position receives daily work assignments from Department Director, Superintendent, Supervisors, and/or Job Leaders depending on organizational structure and needs, and is expected to periodically or regularly oversee and direct other equipment operators and/or maintenance workers as necessary and as assigned to similar work activities. When directed by supervisory personnel, may serve as Job Leader of work activities on a temporary basis, based on skill level for the particular tasks being undertaken and leadership abilities. The Heavy Equipment Operator is expected to be able to skillfully operate all equipment within this classification at all times and with limited advanced notice. Essential Job Functions: An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily. 1. Receives daily work assignments, estimated timetable for completion, staff and equipment allocations from supervisory staff. 2. Carries out work activities utilizing any and all equipment classified as heavy, medium, light, or unclassified and utilized by Maintenance Workers or seasonal personnel. Is expected to skillfully operate all such equipment within all classifications at all times. As the most experienced classification of operator, is expected to perform tasks with highest degree of difficulty and specialty work not a part of regular job assignment. 3. Where responsible for oversight of other employees on regular work crew or when assigned as a part of other required work activities, shall delegate individuals to specific task assignments for the maximum benefit of the Department in recognition of experience, skills, and classification. 4. Trains employees less experienced and qualified in higher-level work tasks when assigned, and is expected to routinely train other Equipment Operators to operate same equipment during leave periods and other times as operational needs dictate. 5. Operates equipment utilizing all required and suggested safety precautions, noting and correcting potentially hazardous conditions that may impact self, other employees, citizens, and equipment. 2 6. Performs minor operational maintenance on assigned equipment, including but not limited to fueling, greasing, checking fluid levels, and / or other appropriate functions which are typically assumed to fall within the scope of responsibility of a regular operator of said equipment. 7. Responsible for tracking hours of equipment service, time spent on each particular work activity as assigned by supervisory staff, work progress and other reporting as deemed necessary. When necessary, completes time logs for self and other personnel on assigned work crew. 8. When directed, performs all work activities typically performed by other equipment operator or maintenance worker classifications. 9. Performs related work as required. Required Knowledge, Skills, Abilities and Minimum Qualifications: The requirements listed below are representative of the knowledge, skills, abilities and minimum qualifications necessary to perform the essential functions of the position. Requirements include the following: • A high school diploma or GED. • Five years of progressive experience as an equipment operator and/or maintenance worker • ability to maintain one throughout employment. • • Orientation to equipment above 36,000 pounds Gross Vehicle Weight. • • Ability to learn computer programs or technical devices used by the department at an operational level. • Minimum score of 70% on the City of Monroe aptitude examination. • Familiarity with construction materials, equipment, and supplies used in public works activities. • Ability to assemble data and to prepare clear and accurate reports. • Ability to learn computer programs and databases utilized by the department and associated with job duties. • Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with employees, City officials, project contractors and the public. 3 • Ability to respond to emergency situations on a 24 hour basis. Physical Demands and Work Environment: The physical demands and work environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job. While performing the duties of this job, the employee is frequently required to stand, sit, walk, climb, use hands and fingers, talk, hear and view and create written documents. The employee uses hand strength to grasp tools and may climbs ladders or uneven terrain. The employee is frequently required to reach with hands and arms, such as to operate and repair vibrating machinery, use wrenches, hand tools, etc. and operate motorized equipment and vehicles. The employee must lift or push/pull objects of up to 75 lbs. without assistance. Accommodation will be made, if needed, for employees required to lift or move objects that exceed this weight. While performing the duties of this job, the employee frequently works in outdoor weather conditions. The employee works near moving mechanical equipment, and may be exposed to fumes, dust, airborne particles, hazardous materials, vibrations and moving mechanical parts. The noise level in the work environment is usually moderate, but can frequently be loud. April 22, 2021
