HomeMy WebLinkAboutWastewater Collection Job Leader Job Description 06 2018CITY OF MONROE JOB DESCRIPTION JOB LEADER - WASTEWATER COLLECTION Supervised by: Collection System Superintendent - Wastewater Supervises: Leads workers assigned to collection system maintenance and repairs Position Summary: Under the supervision of the Collection System Superintendent, functions as a working leader of one or more crews of workers. Responsible for work progress and conformity to on-site job standards while work is in progress. Leads and performs the duties of Heavy Equipment Operators and other classifications in completing jobs related to maintenance and repair of the wastewater collection infrastructure. Essential Duties and Job Functions: An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily. 1. Oversees construction, cleaning and repair of sewers, and determines special concrete usage for repairs, uses tracing dyes to determine connections in pipe installation and examines for conformity. Must be able to enter confined spaces in accordance with the safety program. Must carry the city issued cell phone and be available for emergency call- ins. 2. Leads new/inexperienced workers in task responsibility and methods to be used. Monitors task activity to completion. 3. Reports all work activities and performances to the Collection System Supervisor. 4. Functions as a member of the work crew and is able to perform all sewer crew duties. This includes performing more difficult/specialty tasks for job completion or closely oversees such task completion. Determines main location, placement of other utilities, and assigns excavating, trenching or tasks to equipment operators or personally completes backhoe or excavator excavating, trenching to proposed route. Marks MISS DIG tickets as required. 5. Performs Wastewater System maintenance and jetting to maintain quality service. Performs light maintenance and cleaning within facilities, equipment, and vehicles. 6. Observes working area conditions using meters to detect potentially hazardous conditions. Instructs crew members, alerting to special concerns during equipment operation such as existing gas, water, electric, phone, fiber, cable, truck & trailer, camera truck, jet/vactor and private utilities. Directs staff in hand digging to uncover mains to avoid other utilities. Job Leader - Wastewater Collection Page 2 7. Travels to remote wastewater locations via light truck or pickup. 8. Collects wastewater samples and delivers them to the Wastewater testing laboratory. 9. Regularly uses portable generator, power and hand tools and vehicles. 10. Uses city issued cell phone to communicate materials needed, verify problems, obtain job assignments and obtain service information. 11. Upholds department policies and procedures in the interest to provide the best customer service and complete tasks activities. 12. In all cases, verifies that all safety regulations are followed to assigned job tasks for personal and citizen safety. 13. May be assigned to the Wastewater Treatment Plant for duties if needed. 14. Schedules daily tasks as needed. 15. Performs confined space entries as required. 16. Interacts with customers on the phone and in person. Enters homes to inspect sewer leads with mini-camera system. 17. Performs related work as required. Required Knowledge, Skills, Abilities and Minimum Qualifications: The requirements listed below are representative of the knowledge, skills, abilities and minimum qualifications necessary to perform the essential functions of this position. Requirements include the following: • A High School diploma or GED. • Three or more years of progressive experience in collection systems including Heavy Equipment Operator. • ability to maintain one throughout employment. • CDL (B) with Tanker Endorsement. • Minimum score of 70% on the City of Monroe aptitude examination. Job Leader - Wastewater Collection Page 3 • Grade I Collection System Maintenance Certification available through the Michigan Water Environment Association required within 1 year of employee qualification and a Grade II within 3 years. • Knowledge of sanitary sewer system and materials used in the collection system. • Knowledge of safety practices including Wastewater Department confined space and entry permit system and regulations governing wastewater collection system operation and maintenance. • Knowledge of sanitary sewer systems, including wastewater collection, and pumping • Knowledge of the equipment and tools used in the maintenance and repair of underground sewer utilities including robotic sewer camera, mini sewer camera, sewer jet and excavation equipment. • Knowledge of hydraulics, mechanics and excavation techniques. • Ability to learn computer programs or technical devices used by the department at an operational level. • Skill in planning, coordinating and performing emergency and routine maintenance of utility systems. • Skill in leading employees engaged in utility maintenance activities. • Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with contractors, engineers, employees, property owners and the public. • Ability to read and maintain maps and records of underground utilities. • Ability to communicate effectively and present ideas orally and in writing. Ability to tactfully deal with irate and upset citizens. • Ability to work effectively with changes in work priorities. • Ability to respond to emergency situations on a 24 hour basis. Physical Demands and Work Environment: The physical demands and work environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job. While performing the duties of this job, the employee is regularly required to stand and walk. The employee frequently is required to use hands to finger, handle, or feel; reach with hands and arms; stoop, kneel, crouch, or crawl; and talk and hear. The employee is occasionally required to climb or Job Leader - Wastewater Collection Page 4 balance and is frequently required to use motorized equipment, and occasionally operate a vehicle to travel to other locations such as lift stations to perform work tasks. The employee must lift or push/pull objects of up to 50 lbs. without assistance. Accommodation will be made, if needed, for employees required to lift or move objects that exceed this weight. While performing the duties of this job, the employee frequently works near moving mechanical parts and is exposed to outside weather conditions, fumes or airborne particles, toxic or caustic chemicals and risk of electrical shock.
