JOB LEADER - WATER DISTRIBUTION
Supervised By: Water Distribution Supervisor
Supervises: Leads Water Distribution workers as assigned
Position Summary:
Under the supervision of the Water Distribution Supervisor, serves as working leader on construction/repair of
water lines to residential and commercial buildings to meter location. Leads Equipment Operators and
Maintenance Workers, personally operating equipment and fitting materials used in constructing, repairing and
replacing water service mains and hydrants.
Essential Duties and Job Functions:
An employee in this position may be called upon to do any or all of the following essential functions. These
examples do not include all of the duties which the employee may be expected to perform. To perform this job
successfully, an individual must be able to perform each essential function satisfactorily.
1. Receives project assignments verbally or written for maintenance and construction projects. Plans work
tasks completion, assigning crew members based on experience, skill and capacity.
2. Determines location of water mains and other utilities and assigns excavating, trenching, or boring tasks to
equipment operators or personally completes backhoe or excavator excavating, trenching, or boring to
proposed meter location or along proposed route.
3. Oversees and participates in water main taps, pipe fitting, connection, valve, copper, meter pit, meter,
and radio reading device installations.
4. Plans and carries out water main, valve, and hydrant repairs as part of normal replacement and in
response to emergency needs.
5. Instructs crew members, alerting to special concerns during equipment operation such as existing gas,
sewer, electric, phone, fiber, cable and private utilities. Directs staff in hand digging to uncover water
mains and valves to avoid other utility lines.
6. Explains work procedures & methods to interested residents to alleviate concerns.
7. Tests services for proper operation, arranges dirt removal / line burial & return of premises to original
condition.
8. Instructs crew members in work procedures and proper equipment usage. Provides follow-up review of
work abilities, providing additional training or recommending other corrective action.
9. Keeps work progress notes, prepares tickets, and final completion summary.
10. Arranges equipment repairs and exchange, requisitions materials needed and keeps vehicles in proper
order & repair.
11. Makes certain departmental safety standards are maintained including barricade erection, trenching
supports and so forth.
12. Monitors and enters confined spaces.
13. Performs light maintenance, painting and cleaning within facilities, equipment, and vehicles.
14. Uses computers and specialized software for completing job duties.
15. Performs water system maintenance and flushing to maintain water quality.
16. Collects field samples and delivers to filtration plant testing laboratory. Conducts flow tests to check
system pressure.
17. May receive temporary assignment to Water Service Worker comparable duties as staffing circumstances
warrant. Assists with sewer line repairs, replacement and taps, as needed.
18. Responds and marks MISS DIG requests. Uses GIS and maps to locate valves and service lines.
19. Performs related work duties as directed.
Required Knowledge, Skills, Abilities and Minimum Qualifications:

Requirements include the following:
• A high school diploma or GED.
• Four years of progressive experience as a Water Service Worker or Water Construction Crew member.
• State of Michigan S-3 Water Distribution Certification required within one year of commencing job duties.
A minimum State of Michigan S-4 Water Distribution Certification is required.
• Hi-Lo operation certification.
•

• Minimum score of 70% on the City of Monroe aptitude examination.
• Knowledge of water main construction, repair, and maintenance. Knowledge of the principles, practices,
and regulations governing the distribution of potable water.
• Skill in prioritizing and leading a wide range of utility repairs.
• Ability to learn computer programs or technical devices used by the department at an operational level.
• Knowledge of the safety practices, issues, tools, equipment, methods, and materials utilized in water
distribution system maintenance, and skill in applying them to regular and emergency projects.
• Knowledge of safety hazards and proper handling of asbestos cement (AC) and lead pipes, as well as
other materials used in water distribution systems.
• Ability to establish effective working relationships and use good judgment, initiative and resourcefulness
when dealing with employees, City officials, and the public.
• Ability to communicate effectively and present ideas orally and in writing. Ability to prepare and maintain
a wide variety of records and reports according to accepted standards.
• Skill in creating maps and drawings, estimating material needs and maintaining records. Ability to read
and interpret blueprints.
• Ability to use math skills to calculate slopes, heights, chemical ratios and other measurements.
• Ability to read, interpret, and maintain records, specifications, and maps of utility mains, valves and service
lines.
• Ability to respond to emergency situations on a 24-hour basis.

While performing the duties of this job, the employee is frequently required to stand, sit, walk, climb, use hands
and fingers, talk, hear and view and create written documents. The employee uses hand strength to grasp tools
and may climbs ladders or uneven terrain. The employee is frequently required to reach with hands and arms, such
as to operate and repair vibrating machinery, use wrenches, hand tools, etc. and operate motorized equipment
and vehicles. The employee must lift or push/pull objects up to 75 lbs. without assistance. Accommodation will
be made, if needed, for employees required to lift or move objects that exceed this weight.
While performing the duties of this job, the employee frequently works in outdoor weather conditions. The
employee works near moving mechanical equipment. The noise level in the work environment is usually moderate,
but can frequently be loud.
