HomeMy WebLinkAboutWater Distribution Technician Job Description 10 2020CITY OF MONROE JOB DESCRIPTION WATER DISTRIBUTION TECHNICIAN Supervised by: Water Distribution Supervisor Supervises: May lead water distribution staff on assigned projects Position Summary: Under the general direction of the Water Distribution Supervisor, performs water system MISS DIG responses, preventative maintenance activities, and directs assigned staff to carry out related activities. Acts as the Water System preventative maintenance program coordinator, field leader and/or functions as a member of the distribution construction crew or meter shop. Well versed in water service construction procedures, construction/repair on water services, operating equipment/electronic devices, vehicles and fitting materials. Repairs and assembles particular equipment and performs other duties in support of the water distribution system. Schedules, as directed, workload related to water system preventative maintenance. Reads meters as assigned. Essential Duties and Job Functions: An employee in this position may be called upon to do any or all of the following essential functions. Receives project assignments verbally, written, or electronically for MISS DIG tickets & responses, preventative maintenance, and projects. Plans and or schedules work tasks, as directed, for completion, personally or with utilization of assigned staff. 2. Responds and marks MISS DIG requests. Determines locations of all water system infrastructure locations (water main pipe, valves, water services, meter pits, underground structures, etc) as directed. Instructs crew members in work procedures and proper equipment usage as directed. 3. Under direction of the Water Distribution Supervisor, coordinates water system hydrant inspection and valve exercising program (preventative maintenance program). 4. Maintains, continuously upgrades, and schedules: daily workload, data entry, data management, data tracking and data reporting utilizing manual and computerized software related to infrastructure, physical maps and records. Keeps work progress notes, prepares final completion summary for work order tracking. Utilizes various types of equipment and devices to collect field data for maintenance of City records. 5. May receive temporary assignments to carry out comparable duties on the Water Distribution Construction Crew or as a Water Service Worker as staffing circumstances warrant. Is expected to operate all vehicles, equipment and machinery as well as Water Distribution Technician Page 2 performing manual tasks. Participates in 24 hour standby coverage and rotation with Meter Shop members. 6. Monitors and enters confined spaces. 7. Performs light maintenance, painting and cleaning within facilities, equipment, and vehicles. 8. Performs water system operational maintenance including system flushing to maintain water quality. 9. Collects field samples and delivers to filtration plant testing laboratory. 10. Reads water meters at customer locations. 11. Utilizes computers to perform daily job duties. 12. Performs related work duties as directed. Required Knowledge, Skills, Abilities and Minimum Qualifications: The requirements listed below are representative of the knowledge, skills, abilities and minimum qualifications necessary to perform the essential functions of this position. Requirements include the following: • A high school diploma or GED, with additional vocational or technical training in meter operation, testing, calibration, hand and power tools/equipment usage, and/or plumbing methods. • Three or more years of progressive water department experience including acting as a crew leader, water meters, or job leader on a temporary or regular basis. • A State of Michigan S-3 Water Distribution Certification. • maintain one throughout employment. • Valid Michigan Driv (A), with air brakes required. • Minimum score of 70% on the City of Monroe aptitude examination. • Knowledge of water main construction, repair and maintenance. Knowledge of the principles, practices and regulations governing the distribution of potable water. Water Distribution Technician Page 3 • Knowledge of the safety practices, issues, tools, equipment, methods, and materials utilized in water distribution system maintenance, and skill in applying them to regular and emergency projects. • Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with employees, City officials, and the public. • Ability to prepare and maintain a wide variety of records and reports according to accepted standards. • Skill in prioritizing and leading a wide range of utility repairs. • Ability to read, interpret, and maintain records, specifications, and maps of utility mains, valves and service lines. Must also have the ability to create maps and drawings, estimating material needs and maintaining records. • Ability to learn specific PC related computer programs, i.e. GIS, Document Management, or technical devices used by the department to maintain records, specifications and repair work orders. • Ability to work effectively under stress, changes in work priorities when assigned. • Ability to perform visual inspections of outdoor projects and conduct field visits. • Ability to respond to emergency situations on a 24 hour basis. Physical Demands and Work Environment: The physical demands and work environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job. While performing the duties of this job, the employee is frequently required to stand, sit, walk, climb, use hands and fingers, talk, hear and view and create written documents. The employee uses hand strength to grasp tools and may climbs ladders or uneven terrain. The employee is frequently required to reach with hands and arms, such as to operate and repair vibrating machinery, use wrenches, hand tools, etc and operate motorized equipment and vehicles. The employee must lift or push/pull objects of up to 75 lbs. without assistance. Accommodation will be made, if needed, for employees required to lift or move objects that exceed this weight. While performing the duties of this job, the employee frequently works in outdoor weather conditions. The employee works near moving mechanical equipment.
