JOB DESCRIPTION
JOB LEADER DPS OPERATIONS
Supervised By: Operations Crew Supervisor - DPS
Supervises: Serves as a job leader for assigned personnel
Position Summary:
Under the supervision of the Operations Crew Supervisor DPS, is responsible for leading a team
of employees in performing a variety of general Public Services Department operational tasks,
including, but not limited to, repair and maintenance of streets, sidewalks, parking lots, storm
sewers, catch basins, parks, rights-of-way, and other various City and other public facilities.
Performs all tasks of Equipment Operator and Maintenance Worker classifications as a working job
leader. During winter operations and other emergency operations periods, is expected to utilize
available skills for general departmental benefit, performing other tasks at lower classifications,
including operation of various equipment and other general labor tasks typically assigned to other
departmental classifications.
Essential Job Functions:
An employee in this position may be called upon to do any or all of the following essential
functions. These examples do not include all of the duties which the employee may be expected
to perform. To perform this job successfully, an individual must be able to perform each essential
function satisfactorily.
1. Serves as day-to-day leader of one or more general operations crews, being able to
perform all tasks expected of subordinate personnel while coordinating their efforts.
Coordinates and prioritizes daily work assignments, receives and resolves complaints
forwarded through Public Services and other City staff, and prepares daily work logs, time
sheets, and other required reports. Monitors performance and institutes training as
necessary for subordinate personnel.
2. Consults with supervisory staff on disciplinary issues regarding assigned personnel, and
works with supervision for resolution of any issues.
3. Secures work area, arranges appropriate traffic control, directs citizens safely away from
work area, and arranges movement of parked vehicles and other potentially affected
property away from the work area in advance.
4. Coordinates, directs and participates in a wide range of Public Service functions, including
snow plowing, street and stormwater cleaning and repairs, parking lot maintenance, parks
maintenance, docks maintenance, building maintenance and other functions as needed or
assigned. Ensures schedules are met, monitors general performance, and provides training
as necessary.

5. Operates and coordinates the use of all Public Services equipment classified as heavy,
medium, or light, including vactor truck, street sweeper, backhoe, grader, front end loader,
snow plow and a range of other specialty vehicles and equipment. Ensures proper training
and safety guidelines are followed.
6. Continually evaluates conditions for safety of self, other employees, and the general public.
Secures equipment and vehicle from damage, and signals instruction to other crew
members, notifying immediately of any hazard possibility. Participates in training programs
as necessary to ensure ability to carry out these provisions.
7. Responsible for making immediate response calls, either during or after working hours, for
issues that can pose an immediate hazard to the general public.
8. During winter operations and other emergency operations periods and any other times
deemed necessary for maximum efficiency of Departmental operations, performs other
tasks at lower classifications and / or outside of normal job duties, including operation of
heavy or medium equipment and other general labor tasks typically assigned to other
departmental classifications.
9. Functions as a mechanic in emergency situations, performing at least minor repairs such as
plow blade changes, greasing and lubricating, in the absence of any available full-time
mechanic. May perform higher-level repairs if skills and / or certification allow as directed
by supervisory staff.
10. Uses gas and electric arc welding equipment to perform various tasks including, but not
limited to construction and repair of barricades, sign posts, stands and the like, repair of
broken tools, welding of barrier posts, fences, chains, and other objects commonly used in
City facilities and parks, and similar activities. In emergency situations, is expected to
perform welding operations as needed in lieu of any available full-time mechanic.
11. Performs related work as required.
Required Knowledge, Skills, Abilities and Minimum Qualifications:
The requirements listed below are representative of the knowledge, skills, abilities and minimum
qualifications necessary to perform the essential functions of the position. Reasonable

Requirements include the following:
• A high school diploma or GED.
• Four years of progressive experience in a construction management, engineering
inspection, auto mechanics, or equipment operator position.
• A
ability to maintain one throughout employment.

• Commercial Driver s License (CDL), Type .
• Orientation to equipment above 36,000 pounds Gross Vehicle Weight.
• Minimum score of 70% on the City of Monroe aptitude examination.
• Certification or other appropriate training indicating full proficiency in welding operations.
• .
• Ability to obtain additional certification for chemical application, as necessary.
• Extensive experience with construction materials, equipment, and supplies used in public
works activities, and substantial experience coordinating projects and activities from start
to finish.
• Ability to learn computer programs or technical devices used by the department at an
operational level.
• Ability to assemble data and to prepare clear and accurate reports.
• Orientation to proper safety procedures normally associated with public works activities.
• Ability to critically assess situations, solve problems and work effectively under stress within
deadlines and changes in work priorities.
• Ability to establish effective working relationships and use good judgment, initiative and
resourcefulness when dealing with employees, City officials, project contractors and the
public.
• Ability to respond to emergency situations on a 24 hour basis.
Physical Demands and Work Environment:
The physical demands and work environment characteristics described here are representative of
those an employee encounters while performing the essential functions of the job. Reasonable

While performing the duties of this job, the employee regularly works in the field and occasionally
works in an office setting. While in the office, the employee is regularly required to communicate in
person and by telephone, read regular and small print, view and produce written and electronic
documents and enter data on a computer keyboard with repetitive keystrokes. The employee must
be mobile both in an office setting and in the field with the ability to stand, sit, stoop and kneel,
use hands to finger, handle, or feel and reach with hands and arms. The employee must lift or
push/pull objects of up to 75 lbs. without assistance. Accommodation will be made, if needed, for
employees required to lift or move objects that exceed this weight.

The employee is frequently exposed to moving mechanical parts; outside weather conditions; risk
of electrical shock; vibration; fumes or airborne particles; and toxic or caustic chemicals. The noise
level in the work environment is usually moderate, and can be very loud.
