JOB DESCRIPTION
JOB LEADER WATER METER SHOP
Supervised by: Water Distribution Supervisor
Supervises: Leads Water Service Workers on assigned jobs
Position Summary:
Under the supervision of the Water Distribution Supervisor, leads other workers engaged in
the reading, installation, repair and replacement of water meters. Acts as the Water Service
maintain the meter system. Functions as a member of the work crew
Essential Duties and Job Functions:
An employee in this position may be called upon to do any or all of the following essential
functions. These examples do not include all of the duties which the employee may be
expected to perform. To perform this job successfully, an individual must be able to
perform each essential function satisfactorily.
1.
delegating, assigning, and monitoring individuals engaged in daily task assignments;
installation, replacement, or repair of meters and/or radio reading devices,
activating or deactivating water meters, turning water on/off at curb box, and
related service. Monitors work performance and provides instruction as needed.
2. Reports all work activities and performances to the Water Distribution Supervisor.
3. Works in unison with the Water Distribution Supervisor, Assistant Water Distribution
Supervisor and Chief Meter Reader/Cross Connection Inspector to handle and
convey phone communications to schedule daily assignments, meter reading and
work crew coordination, recommends necessary inventory/equipment/tools for
maintaining operations, and coordinates the work order/service repair order process
in a planned, coordinated manner.
4. Upholds departmental policies and procedures in the interest of providing the best
customer service and completing task activities.
5. Oversees in-house meter testing to ensure AWWA standards are being utilized and
upheld.

6. Functions as a member of the work crew and is able to perform all Water Service
Worker job duties. This includes performing more difficult/specialty tasks for job
completion or closely oversees such task completion.
7. In all cases, verify that all safety regulations are followed for the assigned job tasks
for personal and citizen safety.
8. Works with the Water Distribution Supervisor to coordinate work crew temporary job
assignments to comparable job duties on water construction, service installation, and
water system preventative maintenance as workloads warrant.
9. Monitors and enters confined spaces.
10. Performs light maintenance, painting, and cleaning within facilities, equipment, and
vehicles.
11. While performing work in customer facilities, remains attentive to possible cross
connection violations. Reports violations and questionable connections to the
appropriate individual.
12. Assures adequate coverage of 24-hour on-call staffing needs; participates in on-
call rotation.
13. Assist with responding and marking MISS DIG requests. Determines the location of
all water system infrastructure locations (water main pipe, valves, water services,
meter pits, underground structures, etc.) as directed.
14. Instructs work crew members in work procedures and proper equipment usage as
directed.
15. Performs related work duties as required.

Requirements include the following:
• A high school diploma or GED, with additional technical training in meter operation,
testing, calibration, hand and power tools/equipment usage, and/or plumbing
methods.

• Four years of progressive utility / underground construction experience required.
Minimum one year meter shop or Job Leader experience; water department
construction crew experience is desirable.
• A State of Michigan S-3 Water Distribution Certification. S-2 certification desired.

• Minimum score of 70% on the City of Monroe aptitude examination.
• Ability to learn computer programs or technical devices used by the department at
an operational level, i.e., utility billing, GIS, and Document Management.
• Knowledge of the principles, practices, and regulations governing water meters and
services.
• Skill in evaluating the conditions of water service setups, assessing critical situations,
solving problems, and changing work priorities.
• Skill in prioritizing and leading a wide range of utility repairs.
• Ability to read and maintain records and maps.
• Ability to establish effective working relationships and use good judgment, initiative
and resourcefulness when dealing with other employees, project contractors, City
personnel, and the public.
• Skill in effectively communicating ideas and concepts orally and in writing.
• Ability to perform visual inspections of outdoor projects and conduct field visits.
• Ability to respond to emergencies on a 24-hour basis.

While performing the duties of this job, the employee is regularly required to stand and walk.
The employee frequently is required to use hands to finger, handle, or feel; reach with hands
and arms; stoop, kneel, crouch, or crawl; and talk and hear. The employee is occasionally
required to climb or balance and is frequently required to use motorized equipment, and
occasionally operate a vehicle to travel to other locations, such as customer facilities, to
perform work tasks. The employee must lift or push/pull objects of up to 75 lbs. without
assistance. Accommodation will be made, if needed, for employees required to lift or move
objects that exceed this weight.
While performing the duties of this job, the employee regularly works indoors and outdoors.
The employee works near moving mechanical equipment. The noise level in the work
environment is usually moderate to loud.
