HomeMy WebLinkAboutWastewater Plant Lead Operator Job Description 01 2024 CITY OF MONROE JOB DESCRIPTION WASTEWATER PLANT LEAD OPERATOR Supervised by: Operations Supervisor Wastewater Supervises: Leads workers on the Utility shift and Dayshift operations Position Summary: Under general supervision of the Wastewater Treatment Plant Operation Supervisor, employee must have experience with the operations of the Wastewater Treatment Plant and the ability to ensure that all equipment and treatment processes are functioning correctly. The lead operator also does a variety of cleaning and facility maintenance. The lead operator reports all progress for daily operation and utility projects directly to the Wastewater Operation Supervisor. Essential Duties and Job Functions: An employee in this position may be called upon to do any or all the following essential functions. These examples do not include all the duties which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily. 1. monitoring of individuals daily task assignments & performance, provides training and techniques. 2. Reports all work activities, performances, and plant operations to the Wastewater Operation Supervisor. 3. Records data as requested by the Wastewater Operation Supervisor. Maintains daily log of work activities. 4. Functions as a member of the work crew and is able to perform all plant operator duties. This includes performing more difficult/specialty tasks for job completion or closely oversees such task completion. 5. Monitors all plant operations including primary treatment, secondary treatment, disinfection, and sludge handling making adjustments to maintain proper treatment. 6. Completes routine lab tests to determine solids, settling rate and D.O. and uses results to makes adjustments to the process to maintain proper treatment. 7. Confers with Operation Supervisor and Plant Operator advising, initiating adjustments and corrective actions in the event of high flows. Determines and confers with Supervision on extra pumping and increased plant capacity as needed. 8. Ability to operate all equipment and Wastewater plant processes, i.e., putting equipment into service, taking equipment out of service and the ability to determine if it is functioning correctly then take appropriate steps to correct any problem. 9. Confers with Supervision/oncoming Operator, noting any potentially serious, irregular, unusual situations or concerns. Logs any issues in daily log book. 10. Cleans screens removing debris. 11. Operates trucks moving sludge trailers to appropriate site. 12. Uses a variety of power and manual equipment including ladders, hoses, portable pumps, shovels, lawn mowers, weed whips, tractor, fork lift and trucks. 13. Makes determinations based on current conditions, i.e., chlorine addition, putting tanks into service or taking tanks out of service, wet weather usage. 14. Collects and delivers samples to laboratory for technical analysis. 15. Reads gauges, meters, monitor lift station alarms, wet well alarms, equipment alarms and flow, recording data in accordance with departmental standards. 16. Performs plant utility tasks, painting, cutting grass, cleaning weirs, walls, tanks, unplugging lines and so forth. 17. While on shift may be assigned by supervision to Collections and Plant/Pump Station maintenance crews as needed to perform work tasks related to each specific area. 18. Responds to emergency calls as needed. 19. Promptly notifies supervision of uncorrectable major equipment malfunctions or suspected problems. 20. in keeping with standards. 21. Upholds department policies and procedures. 22. Verifies that all department safety procedures and practice are followed during all work activities. 23. Perform confined space entries as required. 24. Uses PC for completing job duties as needed. 25. Performs calculations related to work activities including but not limited to areas, volumes, detention times, flow rates, pumping, and treatment processes. 26. Performs related work as required. Required Knowledge, Skills, Abilities and Minimum Qualifications: The requirements listed below are representative of the knowledge, skills, abilities and minimum qualifications necessary to perform the essential functions of this position. Requirements include the following: • satisfactory driving record, and the ability to maintain one throughout employment. • High School Diploma or GED • One or more years of wastewater plant experience • State of Michigan D Wastewater License required with progressive training to State of Michigan C Wastewater License within 2 years of being eligible. • Knowledge of the principles, practices and methods used in wastewater treatment plant operations in a Michigan "Class A" plant. • Knowledge of safety equipment and practices used when working with hazardous chemicals, gases, or wastewater constituents, including hazardous gas detectors. • Minimum score of 70% on the City of Monroe aptitude examination. • Skill in operating equipment, utilizing hand and power tools, problem solving and following complex instructions. • Ability to respond and function safely and effectively in emergencies. • Ability to respond to emergencies on a 24-hour basis. • Ability to learn computer programs and technical devices used by the department to maintain records, specifications and repair work orders. • Ability to communicate effectively in writing and orally. Ability to prepare and maintain a wide variety of records and reports according to accepted standards. • Ability to perform visual inspections of projects and conduct field visits. Physical Demands and Work Environment: While performing the duties of this job, the employee is regularly required to communicate with others in person and on the telephone. The employee is frequently required to work at varying heights and in varying light conditions. The employee must occasionally lift and/or move objects of moderate to heavy weight. The employee is occasionally required to operate manual or power equipment and tools. While performing the duties of this job, the employee regularly works in a wastewater treatment plant. The employee frequently is exposed to moving mechanical parts; risk of electrical shock; vibration; fumes or airborne particles; and toxic or caustic chemicals. The noise level in the work environment is usually moderate, and can be very loud. Employee routinely wears PPE that includes, but is not limited to respirators, masks, safety goggles, hard hat, gloves, etc. January 17, 2024
