HomeMy WebLinkAboutWWTP - Master Electrician Job Description 07 2019 CITY OF MONROE JOB DESCRIPTION MASTER ELECTRICIAN - WWTR Supervised By: Superintendent of Wastewater Supervises: Wastewater Treatment Plant Electrician, Wastewater Treatment Plant Apprentice Electrician, or may lead or direct other plant personnel assigned to repair or maintenance projects Position Summary: Under the supervision of the Superintendent of Wastewater, installs, inspects, maintains, and repairs all high and low voltage electrical systems, equipment, and instrumentation employed at the City's Wastewater Treatment Plant and associated lift stations. Directs the work of the Wastewater Treatment Plant Electrician to ensure work is completed according to regulations and standards. Directs the work of and monitors the training/progress of the Wastewater Treatment Plant Apprentice Electrician. Essential Job Functions: An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties that the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily. 1. Monitors, tests, and calibrates all electrical systems, electronic instrumentation, and equipment associated with the City's Wastewater Treatment Plant and related lift stations. 2. Performs regular maintenance and repair tasks and responds to emergency service needs. Maintains related records and generates reports as requested. Attends meetings to update plant supervisors on the status of projects. 3. Researches and diagnoses complex electrical problems. Utilizes schematics, diagrams, and service manuals to solve difficult or unusual problems. 4. Installs, modifies or upgrades electrical systems, equipment and instrumentation, including running conduit and wire, and designing and developing electrical circuitry. Obtains necessary permits to perform related work. 5. Operates standard and specialized tools and equipment associated with electrical installation, maintenance, and repair projects, including hand and power tools, Master Electrician – WWTR Page 2 calibrators and diagnostic equipment, and a variety of related meters and implements. 6. Assigns work and supervises the work of the Wastewater Treatment Plant Electrician, Wastewater Treatment Plant Apprentice Electrician and or other designated plant personnel to assist and or complete daily tasks including electrical projects. Demonstrates and explains tasks and safety procedures, and oversees work progress. 7. Participates in employee interviews and provides input in the hiring process. 8. Monitors the educational progress of Wastewater Treatment Plant Apprentice Electrician, and is responsible for managing/maintaining an On-the-Job process for the Apprentice Electrician. 9. Ensures electrical systems and related projects are in compliance with OSHA guidelines for safety in the workplace, and that City and department standards for safety are met. 10. Participates in plant preconstruction and planning meetings. Assists with administering the bid process and developing specifications for contracted services or major purchases. Inspects completed work and otherwise assists with contract oversight to ensure compliance with specifications. 11. Maintains an inventory of parts and supplies. Places orders and makes purchases in accordance with established procurement procedures and within budgetary guidelines. 12. Reviews proposed changes or additions to electrical systems, equipment, and instrumentation. Develops standards for new construction and ensures plans for electrical installation or upgrade conform to City codes, department specifications, and professional standards for safety. 13. Establishes and maintains complete records, maps and procedural guidelines pertaining to electrical systems, equipment and instrumentation at the plant and related pump stations. Participates in the development of emergency and contingency plans. 14. Serves as a crew supervisor as operational needs demand. Oversees the work of maintenance staff in the absence of the Maintenance Supervisor. 15. Responds to after-hour emergencies as needed. 16. Performs related work as required. Master Electrician – WWTR Page 3 Required Knowledge, Skills, Abilities and Minimum Qualifications: The requirements listed below are representative of the knowledge, skills, abilities and minimum qualifications necessary to perform the essential functions of the position. Requirements include the following: • Licensed Master Electrician in the State of Michigan. • Eight years of related experience, with applicable education, working with high and low voltage electrical systems and analog and digital electronics. Experience in instrumentation and industrial electronics, preferred or the willingness to learn. • ability to maintain one throughout employment. • Minimum score of 70% on the City of Monroe aptitude examination. • Thorough knowledge of the practices, methods and equipment utilized in electrical and electronic systems maintenance, repair and diagnostics. • Thorough knowledge of the National Electrical Code and skill in complying with the code. • Ability to learn computer programs or technical devices used by the department at an operational level. • Considerable knowledge of the safety issues, regulations and procedures associated with the maintenance and repair of electrical and electronic systems. • Considerable knowledge of the equipment and tools used in electrical and electronic systems maintenance, repair and diagnostics • Knowledge of or willingness to learn programmable logic controls, computerized systems, electronics and industrial scale electrical systems. • Skill in planning, coordinating and scheduling routine and emergency maintenance and repair. • Skill in testing, calibrating, maintaining and repairing electrical systems and equipment and electronic instrumentation. • Skill in reviewing plans and formulating technical recommendations. Master Electrician – WWTR Page 4 • Ability to maintain comprehensive and accurate records and generate reports. • Ability to establish effective working relationships and use good judgement, initiative and resourcefulness when dealing with employees, contractors and professional contacts. • Ability to work independently and critically assess situations and solve problems, and to work effectively under stress, within deadlines and changes in work priorities. • Ability to respond to and work effectively and safely at all hours on an emergency basis. Physical Demands and Work Environment: The physical demands and work environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job. While performing the duties of this job, the employee is regularly required to stand and walk. The employee frequently is required to use hands to finger, handle, or feel; reach with hands and arms; stoop, kneel, crouch, or crawl; and talk and hear. The employee is occasionally required to climb or balance and is frequently required to use motorized equipment, and occasionally operate a vehicle to travel to other locations such as pump stations to perform work tasks. The employee must lift or push/pull objects of up to 75 lbs. without assistance. Accommodation will be made, if needed, for employees required to lift or move objects that exceed this weight. While performing the duties of this job, the employee regularly works in a wastewater treatment plant, and occasionally works in the field, including in underground pump stations. The employee frequently is exposed to moving mechanical parts; risk of electrical shock; vibration; fumes or airborne particles; and toxic or caustic chemicals. The noise level in the work environment is usually moderate, and can be very loud. July 2019
