JOB DESCRIPTION
OPERATIONS CREW SUPERVISOR DPS
Supervised By: Superintendent of Public Services
Supervises: Public Services Department employees as assigned
Position Summary:
Under the supervision of the DPS Superintendent, oversees the maintenance and repair of
public infrastructure including streets, sidewalks, alleys, parking lots, storm sewers, traffic
signs and signals, parks, playgrounds, docks and other facilities. Coordinates work crews
and equipment, prioritizes daily work assignments, provides instruction to work crews,
monitors performance and administers department policies and procedures.
Essential Job Functions:
An employee in this position may be called upon to do any or all of the following essential
functions. These examples do not include all of the duties which the employee may be
expected to perform. To perform this job successfully, an individual must be able to
perform each essential function satisfactorily.
1. Directs a team of workers involved in maintaining the City's public streets,
sidewalks, alleyways, storm sewers and parking lots or any other infrastructure
deemed appropriate. Determines work priorities, assigns workload, monitors
performance and initiates training, discipline and other personnel actions. Approves
and tracks employee hours, overtime, vacation and sick time.
2. Participates in employee interviews. Provides input in the hiring process. Trains
employees in maintenance and repair tasks and the proper operation and
utilization of equipment, tools and machinery.
3. Ensures safe operating practices of department employees. Provides safety
instruction on a regular basis. Maintains a sufficient supply of functional safety
equipment.
4. Arranges for clean-up of blight and boarding up of unsafe properties, as requested
by other City departments.
5. Coordinates and oversees the maintenance and repair of streets, parking lots and
sidewalks, including replacing parking meters, street sweeping activities, snow and
ice removal, leaf pick-up, the repair and cleaning of the storm sewer system and

catch basins.
6. Coordinates and oversees the manufacturing, installation, and repair of City
signage, both permanent and temporary. Inspects signs and develops preventative
maintenance and regular replacement programs.
7. Assures proper placement of barricades and establishes work zones and detours.
8. Coordinates and oversees the installation and removal of seasonal decorations and
banners. Assures banner cables, electrical connections, and other functional items
are properly utilized and maintained.
9. Works cooperatively with other City departments and outside entities on issues of
signage, electrical needs, road closures, and other needed items for a variety of
special events. Attends meetings as necessary to support this function.
10. Ensures equipment is in proper working order and facilities are in compliance with
applicable safety requirements and operational policies.
11. Coordinates the use of equipment, materials and manpower required for individual
projects. May utilize employees from other Public Service divisions or City
departments as dictated by operational needs.
12. Inspects playground equipment, ensuring it is in compliance with established safety
regulations; directs the repair and maintenance, or removal from service, of
playground equipment.
13. Maintains records of project status, resource requirements and repairs completed.
Prepares summaries and reports as required.
14. Maintains databases of physical assets and develops preventive maintenance
programs for each area of responsibility.
15. Responds to public inquiries and complaints, and assists the public as needed.
Provides information to the public related to the City's public service operations.
Where conditions dictate, resolves more serious and complex complaints and irate
citizen concerns.
16. Prepares and administers contracts, with the assistance of other City departments
as needed, with outside entities for any of the potential work activities normally
performed by City employees under the direction of this position.
17. Provides assistance, or arranges for Public Services employees to provide
assistance, to the Engineering Department in administering, inspecting, or surveying
various construction projects and contracts on a short-term or seasonal basis as

needed.
18. Represents the Public Services Department, where directed by the Superintendent
or Director, at drills and/or real-life events where participation at the City or
County Emergency Operations Center is deemed necessary.
19. Represents that Public Services Department, where directed, at meetings for
outside community events that will require the assistance of the Public Services
operations.
20. May provide relief coverage for other supervisory personnel as assigned.
21. Receives and follows through with MISS DIG requests, day or night.
22. Performs electrical maintenance and installations at various sites.
23. Performs related work as required or assigned.
Required Knowledge, Skills, Abilities and Minimum Qualifications:
The requirements listed below are representative of the knowledge, skills, abilities and
minimum qualifications necessary to perform the essential functions of the position.

Requirements include the following:
• A high school diploma or GED and specialized training and/or substantial
experience in the various construction trades Degree in
construction management is desirable.
• Five years of experience with increasing responsibilities in the management and
supervision of property maintenance, construction projects and heavy equipment
operation.
• A valid
ability to maintain one throughout employment.
• Minimum score of 70% on the City of Monroe aptitude examination.
• Knowledge of the practices, methods and equipment utilized in street, sidewalk and
storm sewer repair and maintenance.

• Knowledge of the equipment and tools used in the maintenance and repair of
streets, sidewalks and storm sewers.
• Skill in planning, coordinating and scheduling routine and emergency maintenance
and repair.
• Skill in estimating the materials, labor and equipment required to complete a broad
range of public works maintenance, repair and construction projects.
• Ability to learn computer programs or technical devices used by the department at
an operational level.
• Skill in training, supervising and evaluating employees engaged in grounds and
facility maintenance.
• Skill in effectively communicating ideas and concepts orally and in writing, and in
supervising a large staff involved with multiple projects throughout a large
geographic area.
• Ability to establish effective working relationships and use good judgement,
initiative and resourcefulness when dealing with employees, contractors,
professional contacts, City administrators, vendors and the public.
• Ability to assemble, prepare, and/or review, with the assistance of other City
departments where needed, construction contract documentation for
administration of normal work activities by outside entities.
• Ability to manage construction contracts for administration of normal work activities
by outside entities, including scheduling of inspection activities by Public Services or
other City departmental staff, preparation of contractor pay requests, and contract
resolution.
• International Municipal Sign Association (IMSA) certifications in work zone
barricading, or ability to obtain within a reasonable time period. IMSA
certifications in traffic signal maintenance preferred.
• Ability to read and utilize schematics, blueprints, service manuals, and bulletins.
• Ability to effectively utilize and employ various hand and power tools, measuring
and monitoring equipment.
• Ability to obtain certifications, if necessary, for pesticide application.
• Ability to learn, within a reasonable time frame, word processing and spreadsheet
applications as needed to perform above-described job duties.

• Ability to respond to emergencies 24 hours a day and to work during non-business
hours as needed.
Physical Demands and Work Environment:
The physical demands and work environment characteristics described here are
representative of those an employee encounters while performing the essential functions

While performing the duties of this job, the employee regularly works both in an office and
in the field. While in the office, the employee is regularly required to communicate in
person and by telephone, read regular and small print, view and produce written and
electronic documents and enter data on a computer keyboard with repetitive keystrokes.
The employee must be mobile both in an office setting and in the field with the ability to
stand, sit, stoop and kneel, use hands to finger, handle, or feel and reach with hands and
arms. The employee must lift or push/pull objects of up to 25 lbs. without assistance.
Accommodation will be made, if needed, for employees required to lift or move objects
that exceed this weight.
While performing the duties of this job, the employee regularly works in an office setting
and in the field. The employee is frequently exposed to moving mechanical parts; outside
weather conditions; risk of electrical shock; vibration; fumes or airborne particles; and
toxic or caustic chemicals. The noise level in the work environment is usually moderate, and
can be very loud.
