HomeMy WebLinkAboutWWTP Collections System Supervisor Job Description 11 12 24 CITY OF MONROE JOB DESCRIPTION WWTP Collection System Supervisor Supervised By: Wastewater Treatment Plant Superintendent Supervises: Employees assigned to wastewater collection system maintenance Position Summary: Under the general supervision of the Superintendent of Wastewater, oversees and performs a wide range of skilled maintenance and repair tasks associated with employees. Essential Job Functions: An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily. 1. Directs a team of workers and participates in maintaining and repairing the sanitary sewer collection system. Determines work priorities, assigns workload, monitors performance and initiates training and other personnel actions. Approves and tracks employee hours, overtime, vacation and sick time. 2. Participates in employee interviews. Provides input in the hiring process. Trains employees in collection system maintenance and repair techniques and the proper operation of equipment and tools. 3. Ensures safe operating practices of department employees. Acts as confined space entry safety officer. Provides safety instruction on barricade location and work site clothing. 4. Oversees and participates in the full range of wastewater system maintenance, cleaning, and repair activities including sewer jetting, video operations, line excavation, smoke testing, root cutting, chemical treatment, manhole repair, and equipment maintenance. 5. Locates, marks and accesses underground sanitary utility lines. Reads maps, verifies the location of damaged or blocked lines, and ensures proper excavation and repair. Updates and maintains maps indicating the location of the sewer Collection System Supervisor 2 system. 6. Facilitates placement of portable flow metering devices, collects, records and analyzes data from such units. Utilizes data to determine the location of sewer leaks and excess water infiltration into the collection system. Completes and maintains a variety of reports related to maintenance and repair activities. 7. Inspects the sanitary sewer system for needed repairs. Plans and updates preventive maintenance routines. Ensures the preventive maintenance program is properly implemented. Responds to system and customer problems at all hours. 8. Operates a full range of public works vehicles, equipment, and tools, including video equipment, sewer jet truck, vacuum truck, backhoe, dump truck, and a variety of other hand and power tools and equipment. 9. Coordinates activities with other City departments, engineers, and contractors. Reviews plans and monitors the collection system construction performed by contractors. 10. Assists the Water Department, Wastewater Treatment Plant, and Public Services Department with maintenance and repair activities as directed. 11. Responds to public inquiries and complaints at all hours of the day and night and assists sewer customers as needed, including all investigations and paperwork required by Public Act 222, the department, and the Sewer Use Ordinance. 12. Orders and maintains an adequate inventory of chemicals, supplies, equipment and parts needed to maintain the collection system. 13. Performs related work as required. Required Knowledge, Skills, Abilities and Minimum Qualifications: The requirements listed below are representative of the knowledge, skills, abilities and minimum qualifications necessary to perform the essential functions of the position. Requirements include the following: • An Associate's degree is preferred, or a combination of training and experience that includes five or more years of sanitary sewer collections. or related field with progressively greater supervisory responsibility, including two years in a position of significant responsibility. Collection System Supervisor 3 • Must possess and maintain certifications in the Pipeline and Manhole Assessment Certification Program (PACP & MACP). • Grade II Collection System Maintenance Certification available through the Michigan Water Environment Association required to start the position, obtain a Grade III Collection System Maintenance Certification within 2 years of starting the position, and as needed applicable State of Michigan Collections System Certifications. • At least five years of experience in sanitary sewer collection or a related field, with an increasing level of supervisory responsibility. • Knowledge of safety practices including Wastewater Departments confined space and entry permit system and regulations governing wastewater collection system operation and maintenance. • Knowledge of sanitary sewer systems, including wastewater collection, pumping and treatment. • Knowledge of the equipment and tools used in the maintenance and repair of underground sewer utilities, including robotic sewer camera, mini sewer camera, sewer jet, and excavation equipment. • Knowledge of hydraulics, mechanics, and excavation techniques. • Skill in planning, coordinating, and performing emergency and routine maintenance of utility systems. • Skill in training, supervising, and evaluating employees engaged in utility maintenance activities. • Ability to establish effective working relationships and use good judgment, initiative, and resourcefulness when dealing with contractors, engineers, employees, property owners, and the public. • Ability to read and maintain maps and records of underground utilities. • Ability to communicate effectively and present ideas orally and in writing. • Ability to work effectively under stress and changes in work priorities. • Ability to respond to emergencies 24 hours a day and to work during non-business hours as needed. • A State of Michigan Vehicle License and CDL B with Tank endorsement. Collection System Supervisor 4 Physical Demands and Work Environment: The physical demands and work environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job. While performing the duties of this position, the employee in this role must communicate courteously with others, both in person and on the phone. The employee frequently is required to view written documents and inspect the work of subordinate employees. The employee frequently is required to travel to other locations and work at varying heights, in confined spaces, and in varying light conditions. The employee occasionally must lift and/or move objects of moderate to heavy weight. The employee occasionally is required to operate manual or power equipment and tools. The employee must possess the capability to address and manage interactions with upset and irate citizens in a tactful and professional manner. While performing the duties of this job, the employee regularly works in the field. The employee is frequently exposed to moving mechanical parts, outside weather conditions, raw wastewater, vibration, fumes or airborne particles, and toxic or caustic chemicals. The noise level in the work environment is usually moderate but can be very loud. November 2024
