JOB DESCRIPTION
MAINTENANCE SUPERVISOR - WWTP
Supervised By: Superintendent of Wastewater
Supervises: Multiple work crews assigned to maintenance duties
Position Summary:
Under the supervision of the Superintendent of Wastewater, participates in and oversees
work crews involved in the construction, repair, and maintenance of all mechanical systems
and equipment associated with the City's Wastewater Treatment Plant and associated
pumping stations. Also ensures the proper maintenance of all plant and pump stations
facilities and grounds.
Essential Job Functions:
An employee in this position may be called upon to do any or all of the following essential
functions. These examples do not include all of the duties that the employee may be
expected to perform. To perform this job successfully, an individual must be able to
perform each essential function satisfactorily.
1. Assists in designing and evaluating plans for the construction, replacement, or
modification of plant systems, facilities, and related pump stations. Collaborates
with other tradesmen and professionals in the field to develop new equipment or
processes, and provides recommendations to enhance efficiency.
2. Regularly inspects plant and pump station mechanical systems and equipment.
Develops and implements preventive maintenance schedules and work plans for
repair and construction projects. Coordinates activities and related resources
with other supervisors to ensure availability of personnel, equipment, tools, and
materials.
3. Participates in employee interviews and provides input in the hiring process.
4. Trains and supervises multiple work crews engaged in skilled and semi-skilled
maintenance and repair tasks. Assigns and prioritizes work, allocates tools,
equipment, materials and other resources, monitors progress and work quality
according to established procedures.
5. Oversees and participates in equipment and facilities maintenance activities and
mechanical repair or construction projects, including trades tasks such as
pipefitting, welding, and boiler repairs.
6. Operates standard and specialized tools and equipment associated with

maintenance and repair projects, including hand and power tools, diagnostic
equipment, and a variety of related implements.
7. Researches and diagnoses complex mechanical problems. Utilizes blue prints,
diagrams, and service manuals to troubleshoot difficult or unusual problems.
Disassembles, services, and reconstructs equipment and machinery including
pumps, blowers, and compressors.
8. Ensures physical facilities and related projects or work areas are in compliance with
OSHA guidelines and department standards for safety in the workplace. Develops
safety plans and procedures, provides safety training, and serves as official safety
officer for confined space entry or other activities as assigned.
9. Prepares and files State required permits for various plant activities including
confined space entry, and boiler inspections, hot works and related projects. Leads
complicated relocation projects involving heavy machinery.
10. Maintains detailed records of maintenance and repair activities, pump station
flows, and other documentation as appropriate. Generates reports as requested.
11. Maintains an inventory of parts and supplies. Places orders and makes purchases
according to established procurement procedures and within budgetary guidelines.
12. Assists with administering the bid process and developing specifications for
contracted services or major purchases. Inspects completed work and otherwise
assists with contract oversight to ensure compliance with specifications.
13. Establishes and maintains complete records, diagrams and procedural guidelines
pertaining to mechanical systems, equipment, plant facilities and related pump
stations. Participates in the development of emergency and contingency plans.
14. Responds to public inquiries or complaints regarding plant and pump station
maintenance, appearance, and related issues.
15. Performs related work as required.

Requirements include the following:

• An Associate's Degree, or the equivalent vocational training in mechanical
maintenance, pipefitting, welding or a related trade including having one or both of
the following:
- Journeyman Card in mechanical maintenance, welding and/or pipefitting
- State Certified Mechanic, Master Mechanic preferred.
• Five years of experience in mechanical maintenance or a related field, with a
minimum of two years of supervisory related experience.

ability to maintain one throughout employment.
• Minimum score of 70% on the City of Monroe aptitude examination.
• Knowledge of the principles and practices of installing, upgrading, maintaining and
repairing industrial mechanical systems, machinery and equipment.
• Knowledge of State of Michigan safety requirements, department standards and
practices, and related OSHA guidelines.
• Knowledge of the principals and techniques applied in the construction, plumbing
and electrical trades to effectively integrate mechanical and general maintenance
activities.
• Knowledge of the professional approaches and procedures associated with
personnel management, purchasing, and budget administration.
• Skill in inspecting, diagnosing, maintaining and repairing mechanical systems and
equipment associated with the plant and related pump stations.
• Skill in developing effective solutions to complex mechanical and plumbing issues.
• Skill in operating related tools and equipment, including computerized systems,
motorized vehicles, heavy equipment, safety equipment, hand and power tools.
• Skill in reviewing blue prints, maps and diagrams, and formulating technical
recommendations.
• Ability to learn computer programs or technical devices used by the department at
an operational level.
• Ability to effectively motivate, lead, coordinate and supervise others.

• Ability to establish effective working relationships and use good judgment, initiative
and resourcefulness when dealing with other supervisors, employees, vendors,
contractors, and the public.
• Ability to respond to emergency situations at irregular hours.
• Ability to maintain comprehensive and accurate records, generate reports, establish
priorities, and work independently within deadlines.
Physical Demands and Work Environment:
The physical demands and work environment characteristics described here are

While performing the duties of this job, the employee is regularly required to stand and
walk. The employee frequently is required to use hands to finger, handle, or feel; reach
with hands and arms; stoop, kneel, crouch, or crawl; and talk and hear. The employee is
occasionally required to climb or balance and is frequently required to use motorized
equipment, and occasionally operate a vehicle to travel to other locations such as lift
stations to perform work tasks. The employee must lift or push/pull objects of up to 75
lbs. without assistance. Accommodation will be made, if needed, for employees
required to lift or move objects that exceed this weight.
While performing the duties of this job, the employee frequently works near moving
mechanical parts and is exposed to fumes or airborne particles, toxic or caustic chemicals
and risk of electrical shock. The employee may be required to travel between work sites
such as pumping stations using a motor vehicle The noise level in the work environment is
usually moderate to loud.
