JOB DESCRIPTION
WATER DISTRIBUTION SUPERVISOR
Supervised by: Water Distribution Superintendent
Supervises: Water Distribution workers as assigned
Position Summary:
Under the supervision of the Water Distribution Superintendent, is responsible for
directing the maintenance, repair and installation of the water distribution system.
Monitors the work of contractors involved in system expansion, and directs a crew
of workers engaged in system repair, preventative maintenance and customer
service. Directs and oversees the installation, repair and replacement of water
meters.
Essential Duties and Job Functions:
An employee in this position may be called upon to do any or all of the following
essential functions. These examples do not include all of the duties which the
employee may be expected to perform. To perform this job successfully, an
individual must be able to perform each essential function satisfactorily.
1. Directs a team of workers involved in expansion, maintenance and repair of
the water distribution system. Determines work priorities, assigns workload,
monitors work performance and initiates training and adjustments in
operating procedures and techniques.
2. Participates in employee interviews and provides input in the hiring process.
Responds to Miss Dig and requests on a 24-hour basis as needed to locate
water services, valves, water mains and meter pits.
3. Measures all new water service requests. Advises customer of the best
location, size of water service and meter size.
4. Monitors new construction projects performed by contractors. Inspects
construction activities assuring compliance with agreed-upon standards.
5. Performs water tests such as bacteriological, chemical, and fire flow tests,
including collecting system samples and data for maintaining water quality
and system operations.

6. Responds to customer complaints and service issues and resolves them in a
timely manner (i.e., main breaks, service leaks, new service or renewal issues,
traffic control, and confined space entry).
7. Assures adequate 24-hour coverage by phone for emergencies. Carries a
city-issued phone at all times. Is on a bi-weekly on-call rotation with the
Assistant Water Distribution Supervisor.
8. Inspects main line valves, fire hydrants, service stops, valve boxes, manholes,
meter vaults and other system components. Arranges and directs
preventative maintenance, or repairs, water quality, emergencies, and
establishes proper traffic control as needed.

10. Confers with other City departments and divisions for maintaining and
updating mapping systems in a timely, accurate and effective manner in an
effort to achieve the objectives and mutual goals of the organization.
11. Functions as a member of the work crew and water service worker if
operational needs dictate. In this situation, may operate machinery or
perform manual tasks.
12. Directs, assists, reviews and is the backup to the Assistant Water Distribution
Supervisor utilizing computerized maintenance management software.
13. Oversees installation, replacement, or repair of meters and/or radio reading
devices, in house-meter testing and assigning of daily water service work
tasks.
14. Assists with Wastewater system improvements and repairs.
15. Performs related work as required.
Required Knowledge, Skills, Abilities, and Minimum Qualifications:

Requirements include the following:

• A high school diploma or GED with additional vocational or technical
Degree is preferred.
• Five years of progressive, responsible Water Department experience,
including but not limited to: water distribution, construction, maintenance,
and water meters.
• A State of Michigan S-2 Water Distribution Certification. Minimum S-3 to
start and obtain an S-2 certification within two years of commencing job
duties.

• Minimum score of 70% on the City of Monroe aptitude examination
• Knowledge of the principles, practices and regulations governing the
distribution of potable water, inspection, meters, testing, AWWA standards,
meter reading, and the use of radio reading devices.
• Knowledge of the safety practices, tools, equipment, methods, and materials
utilized in water distribution system construction, repair, maintenance, and
skill in applying them to regular and emergency projects.
• Skill in the use of office equipment and technology, including Microsoft Suite
applications and software specific to the department, and the ability to
master new technologies.
• Skill in evaluating conditions of the water distribution system, including water
mains, valves, manholes, vaults, valve boxes, meter pits and pressure
requirements
• Skill in effectively communicating ideas and concepts orally and in writing.
• Skill in prioritizing and leading a wide range of utility repairs.
• Ability to read and maintain records, specifications, maps of utility mains,
valves, service lines, and water meters.
• Ability to establish effective working relationships and use good judgment,
initiative, and resourcefulness when dealing with other employees, project
contractors, City personnel, and the public.

• Ability to train, supervise, and evaluate the work of others.
• Ability to critically assess situations and solve problems, and effectively work
under stress, in emergencies, within deadlines, and in response to changes in
work priorities.
• Ability to respond to emergency situations on a 24-hour basis.

The physical demands and the work environment characteristics described here are
representative of those an employee encounters while performing the essential

While performing the duties of this job, the employee regularly works in both an
office and the field. While in the office, the employee is regularly required to
communicate in person and by telephone, read regular and small print, view and
produce written and electronic documents and enter data on a computer keyboard
with repetitive keystrokes. The employee must be mobile both in an office setting
and in the field with the ability to stand, sit, stoop and kneel, use hands to finger,
handle, or feel and reach with hands and arms. The employee must lift or push/pull
objects of up to 50 lbs. without assistance. Accommodation will be made, if
needed, for employees required to lift or move objects that exceed this weight.
While performing the duties of this job, the employee regularly works both indoors
and outdoors and regularly travels between work sites using a motor vehicle. The
noise level in the work environment varies from quiet to loud.
