HomeMy WebLinkAboutWTR - Operations Supervisor Job Description 10 11 2024CITY OF MONROE JOB DESCRIPTION OPERATIONS SUPERVISOR WATER Supervised By: Superintendent of Water Treatment Supervises: Water Treatment Plant Operators Position Summary: Under the supervision of the Superintendent of Water Treatment, oversees and participates in the operation of the municipal water filtration plant. Ensures general operating procedures and water quality are in compliance with all applicable regulations and permits. Trains and supervises a crew of workers engaged in operating, cleaning, maintaining and adjusting filtration plant equipment and processes. Essential Job Functions: An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily. 1. Directs a team of workers involved in operating and maintaining the water treatment pl and other personnel actions. 2. Trains employees in plant operations, water treatment techniques and the proper operation and utilization of equipment, tools, chemicals and machinery. Recommends procedural modifications to standard operating procedures. 3. Participates in employee interviews and provides input in the hiring process. 4. Routinely monitors and reviews plant data parameters for treatment optimization, SCADA systems operations, and controls systems functionality. 5. Provides safety instructions on a regular basis. Maintains a sufficient supply of safety and/or treatment and maintenance-related equipment. Maintains MSDSs, safety manuals, and related literature. 6. Assigns utility personnel and operators as available on tasks, projects, and reassignments. Operations Supervisor – Water Page 2 7. Maintains and records work orders and inventories as related to Computerized Maintenance Management Software for various job tasks, work assignments, and inventories. 8. Performs testing and collection of in-house, distribution regulatory samples, and outside samples for analyses and quality control. 9. Maintains plant operating records, logs, manuals, and historical data records. Maintains all plant operating statistics for submission to regulatory agencies. Compiles data and assists with report production. Prepares monthly plant operations summaries. Ensures facility compliance with regulatory drinking water standards. 10. Orders and maintains an adequate inventory of chemicals, supplies, equipment, and parts related to facility operations. 11. Troubleshoots and performs routine maintenance and repairs on equipment. 12. Assists with preparing and administering the annual department operating budget. Makes recommendations related to capital needs, staffing needs and equipment purchases. 13. Responsible for quality assurance program, quality control studies and for laboratory certification protocol and compliance. 14. Responds to public inquiries and complaints, and assists customers as needed. Guides plant tours and provides information to the public related to the City's water treatment process. 15. Responds to water treatment plant emergencies at all hours. Supervises other aspects of water treatment in the absence of the Superintendent. 16. Provides operational support in the absence of minimum staffing requirements. 17. Writes and/or assists in the writing of specifications for various chemical and maintenance procurements or capital improvement projects. 18. Performs related work as required. Required Knowledge, Skills, Abilities and Minimum Qualifications: The requirements listed below are representative of the knowledge, skills, abilities, and minimum qualifications necessary to perform the essential functions of the position. Minimum requirements include the following: • A high school diploma or GED, supplemented with college-level coursework in biology, chemistry, engineering, or a related field. A Degree in a related field is preferred. • Five or more years of increasing operational responsibilities and experience in an F- 1 water treatment facility, including knowledge of equipment repair and maintenance. • Michigan Department of Environmental Quality F-2 and S-4 water certifications. • he ability to maintain one throughout employment. • Minimum score of 70% on the City of Monroe aptitude examination • Knowledge of machines, equipment, materials, safety precautions, and operating practices of water treatment processes and related facilities equipment. • Knowledge of the chemical and physical processes involved in the treatment of municipal drinking water, with express knowledge of standard drinking water rules and regulations. • Skill in the inspection and maintenance of mechanical equipment, pumps, and related facilities. • Ability to utilize word processing and spreadsheet programs, SCADA system, and management software systems used by the department. • Skill in training, supervising and evaluating employees engaged in water treatment activities. • Ability to maintain records and prepare comprehensive reports on the operations of the water treatment plant. • Ability to learn computer programs or technical devices used by the department at an operational level. • Ability to establish effective working relationships and use good judgement, Operations Supervisor – Water Page 4 initiative, and resourcefulness when dealing with employees, vendors, contractors, other public utility professionals, administrators, regulators, and the public. • Ability to prioritize work and to work effectively under stress, in emergencies, and during non-standard business hours. While performing the duties of this job, the employee is regularly required to stand and walk. The employee frequently is required to use hands to finger, handle, or feel; reach with hands and arms; stoop, kneel, crouch, or crawl; and talk and hear. The employee is occasionally required to climb or balance and is frequently required to use motorized equipment, and occasionally operate a vehicle to travel to other locations such as pump stations to perform work tasks. The employee must lift or push/pull objects of up to 75 lbs. without assistance. Accommodation will be made, if needed, for employees required to lift or move objects that exceed this weight. While performing the duties of this job, the employee regularly works in a water treatment plant. The employee frequently is exposed to moving mechanical parts; risk of electrical shock; vibration; fumes or airborne particles; and toxic or caustic chemicals.
