JOB DESCRIPTION
WWTP OPERATIONS SUPERVISOR
Supervised By: Superintendent of Wastewater
Supervises: Employees assigned to Plant Operations at the Wastewater Treatment Plant
Position Summary:
Under the supervision of the Superintendent of Wastewater, oversees and participates in the operation of
a Class A municipal wastewater treatment plant. Ensures effluent and general operating procedures are
correct and in compliance with all applicable regulations and permits. Trains and supervises a crew of
workers engaged in operating, cleaning, maintaining, and adjusting treatment plant equipment and
processes.
Essential Job Functions:
An employee in this position may be called upon to do any or all of the following essential functions. These
examples do not include all of the duties which the employee may be expected to perform. To perform
this job successfully, an individual must be able to perform each essential function satisfactorily.
1. Directs a team of workers involved in operating and maintaining the wastewater treatment plant.
Determines work priorities, assigns workload, monitors performance and initiates training, discipline
and other personnel actions.
2. Participates in employee interviews. Provides input in the hiri ng process. Trains employees in
treatment plant operations, wastewater treatment techniques and the proper operation of
equipment, tools, chemicals and machinery.
3. Ensures safe operating practices of department employees. Acts as confined space entry safety
officer. Provides safety instruction on a regular basis. Maintains a sufficient supply of functional
safety equipment and personal protective gear. Tests safety equipment such as fire extinguishers,
emergency showers and eye wash stations; documents and reports findings; takes appropriate
actions to ensure preparedness of equipment.
4. Routinely monitors and reviews plant data parameters for treatment optimization and SCADA
systems operations and controls systems functionality.
5. Oversees and participates in the full range of wastewater treatment plant operations,
maintenance, cleaning and repair activities. Samples and tests wastewater, records plant
operating data, adjusts chemical feeds and flow rates and in the absence of the maintenance
personnel performs preventive and emergency maintenance and repairs.
6. Coordinates operations, maintenance and repairs with the Maintenance Supervisor to minimize
interruptions of treatment operations.
7. Assists the Superintendent of Wastewater with oversight of the plant, safety program, and
applicable regulatory reporting, including compliance with NPDES permit.
8. Assists with preparing and administering the annual department operating budget. Makes
recommendations related to capital needs, staffing needs and equipment purchases.
9. Oversees the utilization, treatment and disposal of activated sludge. Determines the optimal cycle
for sludge to remain in the wastewater treatment process.
10. Orders and maintains an adequate inventory of chemicals, supplies, equipment and parts needed
to operate the plant.
11. Participates in engineering, planning and construction meetings, and coordinates construction
schedules with Plant Operators.
12. Provides operational and lab support in the absence of minimum staffing requirements.
13. Responds to wastewater treatment plant emergencies at all hours. Supervises all aspects of the
sanitary sewer collection, treatment process, and maintenance when serving as a rotating call in
supervisor.
14. Writes and/or assists in the writing of specifications for various chemical and maintenance
procurements or capital improvement projects.
15. Acts as Plant Lab Supervisor when necessary, participating in all related job functions.
16. Performs related work as required.
Required Knowledge, Skills, Abilities and Minimum Qualifications:
The requirements listed below are representative of the knowledge, skills, abilities, and minimum

Requirements include the following:
• A high school diploma or GED, supplemented with college-level coursework in chemistry,
engineering, or related fields.
• Five years of combined/progressive experience, including wastewater treatment, equipment
repair, maintenance, and supervisory experience.
• Must be eligible to take the Michigan Department of Environment, Great Lakes, and Energy (EGLE)
Class D wastewater certification to start the position. Progressive training and experience to obtain
an EGLE Class B wastewater certification within 2 years of being eligible to take the exam. All
required certifications shall be obtained within 6 years of starting the position. An MDEQ Class A
wastewater certification is desirable.

• Minimum score of 70% on the City of Monroe aptitude examination.
• A State of Michigan Storm Water License is required subject to the Plant NPDES permit
requirements. Oversees the Storm Water Program at the Wastewater Treatment Plant.
• Knowledge of the machines, equipment, materials, safety precautions, and operating practices of
modern wastewater treatment processes and related facilities and equipment.
• Knowledge of the chemical and physical processes involved in the treatment of municipal
wastewater treatment plant
• Skill in the inspection and maintenance of mechanical equipment, pumps, and related facilities.
• Skill in training, supervising, and evaluating employees engaged in wastewater treatment activities.
• Ability to use computer software, including word processing and spreadsheets, SCADA systems,
and other department-specific software.
• Ability to learn computer programs or technical devices used by the department at an operational
level.
• Ability to maintain records and prepare comprehensive reports on the operations of the wastewater
treatment plant.
• Ability to establish effective working relationships and use good judgment, initiative, and
resourcefulness when dealing with employees, vendors, contractors, other public utility
professionals, administrators, regulators, and the public.
• Ability to prioritize work and to work effectively under stress, in emergencies, and during non -
standard business hours
Physical Demands and Work Environment:
The physical demands and work environment characteristics described here are representative of those

While performing the duties of this job, the employee is regularly required to stand and walk. The employee
frequently is required to use hands to finger, handle, or feel; reach with hands and arms; stoop, kneel,
crouch, or crawl; and talk and hear. The employee is occasionally required to climb or balance, use
motorized equipment, and occasionally operate a vehicle to travel to other locations such as lift stations
to perform work tasks. The employee must lift or push/pull objects up to 75 lbs. without assis tance.
Accommodation will be made, if needed, for employees required to lift or move objects that exceed this
weight.
While performing the duties of this job, the employee frequently works near moving mechanical parts and
is exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. The
employee may be required to travel between work sites using a motor vehicle . The noise level in the work
environment is usually moderate to loud.
