HomeMy WebLinkAboutWater Distribution Meter Shop Coordinator Job Description 01 2023CITY OF MONROE JOB DESCRIPTION WATER METER SHOP COORDINATOR Supervised by: Water Distribution Superintendent Supervises: Water Service Workers on assigned jobs Position Summary: Under the supervision of the Water Distribution Superintendent, supervises other workers engaged in the reading, installation, repair, and replacement of water meters. Acts as the Meter Shop coordinator and supervises the Water Service Workers in the daily maintenance activities required to maintain the meter system. Functions as a member of the work crew. Monitors water system components for potential cross connections and refers potential violations to contracted inspectors. Participates as the Department Cross Connection Inspector, monitoring water system components for potential cross connections, referring potential violations to contracted inspectors, and training staff as needed. Essential Duties and Job Functions: An employee in this position may be called upon to do any or all of the following essential functions. To perform this job successfully, an individual must be able to perform each essential function satisfactorily. 1. Is the coordinator for the Meter Shop, supervising and directing Water Service engaged in daily task assignments; installation, replacement, or repair of meters and/or reading devices, activating or deactivating water meters, turning water on/off at curb box, and related service. Monitors work performance and provides training and instruction as needed. Works with meter vendor and related support staff to process warranty meter and reading device returns, correct meter reading errors, program devices, and set up necessary work orders for resolution. 2. Reports all related work activities and performances to the Water Distribution Superintendent and necessary staff. 3. Works in unison with different division staffing within the Water Department to handle and convey communications to schedule daily assignments, meter reading, backflow tasks and work crew coordination, recommending and obtaining necessary inventory/equipment/tools for maintaining operations, and coordinating the work order/service repair order process in a planned, coordinated manner. Water Meter Shop Coordinator Page 2 4. As required, directs, coordinates, oversees, and participates in backflow prevention inspection tasks for the City. Is able to inspect water system components for potential cross connections, review water system plans for adequate backflow prevention, and interact with customers regarding cross connection requirements. When necessary, works closely with contracted cross-connection inspectors to ensure the safety of municipal water and orders service shut-offs for customers in violation of the cross-connection ordinance. Conducts cross connection connection prevention program and maintains records of inspections and testing. Reviews blueprints for possible cross connections. Orders service shut-offs for customers in violation of the cross-connection ordinance. 5. Upholds departmental policies and procedures in the interest of providing the best customer service and completing task activities. 6. Handles in-house meter testing to acknowledge AWWA standards are being utilized and upheld. 7. Functions as a member of the work crew and is able to perform all Water Service Worker job duties. This includes performing more difficult/specialty tasks for job completion or closely overseeing such task completion. 8. In all cases verifies that all safety regulations are followed to assigned job tasks for personal and citizen safety. 9. Works and coordinates with the Water Distribution Supervisor to coordinate work crew temporary job assignments to comparable job duties on water construction, service installation, and water system preventative maintenance as workloads warrant. 10. Monitors and enters confined spaces. 11. Performs light maintenance, painting and cleaning within facilities, equipment and vehicles. Assists with coordinating the department road, driveway, sidewalk repair and replacement program. 12. While performing work in customer facilities, remains attentive to possible cross connection violations. Reports violations and questionable connections to the appropriate individual and or issues violations. 13. Assures adequate coverage of 24-hour on-call staffing needs; participates in on- call rotation. 14. Assists with responding to and marking MISS DIG requests. Instructs and trains work crew members in work procedures and proper equipment usage as directed. 16. Performs related work duties as required. Required Knowledge, Skills, Abilities and Minimum Qualifications: The requirements listed below are representative of the knowledge, skills, abilities and minimum qualifications necessary to perform the essential functions of this position. Requirements include the following: • A high school diploma or GED, with additional technical training in meter operation, testing, calibration, cross connections, confined space, hand and power tools/equipment usage, and/or plumbing methods. • Four years of progressive water department experience. Minimum one year meter shop experience with Job Leader construction crew experience, two years Meter Shop experience preferred; construction crew experience desirable. Prior experience as a supervisor on a temporary or regular basis is required. • A State of Michigan S-2 Water Distribution Certification. • and the ability to maintain one throughout employment. • Minimum score of 70% on the City of Monroe aptitude examination. • Ability to learn computer programs or technical devices used by the department at an operational level, i.e., utility billing, GIS, and Document Management. • Knowledge of the principles, practices, and regulations governing water meters and services. • Skill in evaluating the conditions of water service setups, assess critical situations and solve problems, and to change work priorities. • Knowledge of the techniques and regulations related to backflow prevention and cross connection control. Water Meter Shop Coordinator Page 4 • Skill in prioritizing and leading a wide range of utility repairs. • Knowledge of municipal water treatment and supply, and the ability to educate others on the importance of backflow prevention to maintain a safe drinking water supply. • Ability to read and maintain records and maps. • Skill in evaluating residential, commercial and industrial plumbing systems to identify potential cross connections. • Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with other employees, project contractors, City personnel, and the public. • Skill in effectively communicating ideas and concepts orally and in writing. • Ability to perform visual inspections of outdoor projects and conduct field visits. • Ability to respond to emergencies on a 24-hour basis. The employee frequently is required to use hands to finger, handle, or feel; reach with hands and arms; stoop, kneel, crouch, or crawl; and talk and hear. The employee is occasionally required to climb or balance and is frequently required to use motorized equipment, and occasionally operate a vehicle to travel to other locations such as customer facilities to perform work tasks. The employee must lift or push/pull objects of up to 75 lbs. without assistance. Accommodation will be made, if needed, for employees required to lift or move objects that exceed this weight. While performing the duties of this job, the employee regularly works indoors and outdoors. The employee works near moving mechanical equipment.
