HomeMy WebLinkAboutElectrician_Water Plant Job Description 03 2021 CITY OF MONROE JOB DESCRIPTION ELECTRICIAN - WATER PLANT Supervised By: Water Plant Superintendent Supervises: No Supervisory responsibilities, may lead staff as directed Position Summary: Under the supervision of the Water Plant Superintendent, installs, inspects, maintains and repairs all high and low voltage electrical equipment and a full range of electronic instrumentation utilized at the City's Water Treatment Plant. Essential and Job Functions: An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily. 1. Monitors, tests and calibrates all electrical systems, electronic instrumentation and equipment associated with the City's Water Treatment Plant and related wells, pumps and service facilities including power generation and distribution systems and an ozone generation and application system. 2. Performs regular maintenance and repair tasks and responds to emergency service needs. Maintains related records and generates reports as requested. 3. Researches and diagnoses complex electrical problems. Utilizes schematics, diagrams, and service manuals to solve difficult or unusual problems. 4. Installs, modifies or upgrades electrical systems, equipment and instrumentation, including running conduit and wire, and designing and developing electrical circuitry. Has the ability to pull necessary permits to perform repairs. 5. Operates standard and specialized tools and equipment associated with electrical and electronic installation, maintenance and repair projects, including hand and power tools, calibrators and diagnostic equipment, and a variety of related meters and implements. 6. Leads work of plant personnel designated to assist with electrical projects. Demonstrates and explains tasks and safety procedures, and oversees work progress. 7. Ensures electrical systems and related projects are in compliance with OSHA guidelines for safety in the workplace, and that City and department standards for safety are met. 8. Assists with administering the bid process and developing specifications for contracted services or equipment purchases. Inspects completed work and otherwise assists with contract oversight to ensure compliance with specifications. 9. Maintains an inventory of parts and supplies. Places orders and makes purchases according to established procurement procedures and within budgetary guidelines. 10. Reviews proposed changes or additions to electrical systems, equipment and instrumentation. Develops standards for new construction and ensures plans for electrical installation or upgrade conform to City codes, department specifications, and professional standards for safety. 11. Establishes and maintains complete records, maps and procedural guidelines pertaining to electrical systems, equipment and instrumentation at the plant and affiliated service locations. Participates in the development of emergency and contingency plans. 12. Utilizes a variety of hand and power tools, including specialized equipment needed for bending and threading pipe, testing electric circuits, and performing other tasks. 13. Collects oil samples from primary transformers, delivers to lab, and interprets lab results. Takes corrective action, if needed, based on test results. 14. Assists to maintain plant operations with the applicable skills, experience, required licenses & certifications held. 15. Performs related work as required. Required Knowledge, Skills, Abilities and Minimum Qualifications: The requirements listed below are representative of the knowledge, skills, abilities and minimum qualifications necessary to perform the essential functions of the position. Requirements include the following: • industrial electronics or related applications. • Three years of related experience working with high and low voltage electrical systems and analog and digital electronics. • Certification as a Journeyman Electrician or equivalent experience. • maintain one throughout employment. • Minimum score of 70% on the City of Monroe aptitude examination. • Ability to learn computer programs or technical devices used by the department at an operational level. • Thorough knowledge of the practices, methods and equipment utilized in electrical and electronic systems maintenance, repair and diagnostics. • Thorough knowledge of the National Electrical Code and skill in complying with the code. • Considerable knowledge of the safety issues, regulations and procedures associated with the maintenance and repair of electrical and electronic systems. • Considerable knowledge of the equipment and tools used in electrical and electronic systems maintenance, repair and diagnostics • Knowledge of primary switch operation at 4,800 volts. • Skill in planning, coordinating and scheduling routine and emergency maintenance and repair. • Skill in testing, calibrating, maintaining, and repairing electrical systems and equipment, and electronic instrumentation. • Ability to establish effective working relationships and use good judgment, initiative, and resourcefulness when dealing with employees, contractors, and professional contacts. • Ability to critically assess situations and solve problems, and to work effectively under stress, within deadlines, and with changes in work priorities. • Carries a City-issued phone and has the ability to respond to emergencies on a 24-hour basis. While performing the duties of this job, the employee is regularly required to stand and walk. The employee frequently is required to use hands to finger, handle, or feel; reach with hands and arms; stoop, kneel, crouch, or crawl; and talk and hear. The employee is frequently required to climb or balance and is occasionally required to use motorized equipment, and occasionally operate a vehicle to travel to other locations, such as pump stations, to perform work tasks. The employee must lift or push/pull objects of up to 75 lbs. without assistance. Accommodation will be made, if needed, for employees required to lift or move objects that exceed this weight. While performing the duties of this job, the employee regularly works in a water treatment plant. The employee frequently is exposed to moving mechanical parts; risk of electrical shock; vibration; fumes or airborne particles; and toxic or caustic chemicals.
