JOB DESCRIPTION
SUPERINTENDENT OF WATER DISTRIBUTION
Supervised By: Director of Water and Wastewater Utilities
Supervises: All Water Distribution staff, directly or indirectly
Position Summary:
Under the general supervision of the Director of Water and Wastewater Utilities, the
Superintendent of Water Distribution is responsible for the maintenance, repair,
installation, and revenue collection of water-related services. Plans and directs the
construction, installation and repair of water mains, customer service, emergency repair
and distribution of safe, clean water to customers serviced by the Monroe municipal water
system.
Essential Duties and Job Functions:
An employee in this position may be called upon to do any or all of the following essential
functions. These examples do not include all the duties the employee may be expected to
perform. To perform this job successfully, an individual must be able to perform each
essential function satisfactorily.
1. Assists and advises the Director in decision-making on capital improvements,
maintenance, repair, and installation within the water distribution system.
2. Develop working plans for approved projects, create appropriate reports and
studies, and provide cost estimates and timetables.
3. Assists and advises the Director with examination, approvals, or adjustments of
maintenance records, plan preparations, cost estimates, job specifications, and
preparation of contract documents.
4. Coordinates work progress with staff and contractors to ensure conformity to
approved plans. Approves mutually agreed-upon deviations to plans and
specifications during work in progress.
5. Prepares and oversees reports on work in progress, conformity to approved budget,
and compliance with contract documents.

7. Explains aspects of work and work progress to interested citizens and seeks to
resolve/remedy problems. Ability to apply diplomacy with customer complaints.
8. Reads extensively on matters such as proper techniques, municipal construction
methods, and funding mechanisms.
9. Participates in employee interviews, provides input in the hiring process, arranges
staff training, evaluates and monitors work performance and develops and initiates
additional training or disciplinary actions as necessary, works to address employee
concerns, and assists in related grievance matters.
10. Administers the Water Distribution safety program and oversees the safety aspects
of projects pertaining to the City's employees, citizens, and the general public.
11. Develops and continually updates the standard plans and specifications for water
distribution and oversees the distribution system for meeting regulatory compliance.
12. Directs and assigns water distribution division staff daily to meet workloads and the
project schedule developed in conjunction with the Director.
13. Reviews, corrects, and adjusts water accounts accordingly to provide the correct
usage to uphold City Ordinance, Policies and Procedures.
14. Attends meetings for the City, including preconstruction meetings to uphold
standards and specifications, coordination meetings with developers, contractors,
and other agencies, City Council meetings, township meetings related to the water
distribution system, and others.
15. Attends staff meetings coordinating construction/maintenance activity with
treatment, receiving policy adjustments, and making authoritative recommendations
for service improvement. Plans and converts policy changes to revised
performance/task assignments.
16. Oversees all in-house meter testing to acknowledge AWWA standards are being
utilized and upheld for all meter sizes and schedules.
17. Reviews, denies, adjusts, and assigns account numbers to department expenditures
and revenues related to the Meter Shop and Transmission/Distribution Divisions and
manages division budget and purchases in conjunction with the Director.
18. Directs the billing supervisor in coordinating Meter Shop staff for reading routes
and with meter-related billing issues and resolutions.

19. Directs the orderly maintenance and updating of service records and maps
adjusting systems as necessary. In a similar fashion develops and monitors
supply/equipment inventory systems.
20. Regularly inspects field sites for conformity to departmental policy and corrects
improper methods observed.
21. Responsible for Water Distribution System assets including, but not limited to,
piping, valves, hydrants, interconnections and meter vaults, and elevated tanks in
conjunction with the Water Treatment Plant.
22. Review plans and specifications of distribution projects for conformity to
department standards. Work with other City departments to maintain and update
mapping systems and achieve City goals in a timely, accurate, and effective
manner, with a positive environment and communication to achieve mutual goals.
23. Develops bid specifications for completing system projects and maintaining
inventory.
24. Responds to water system emergencies at all hours, assures adequate coverage of
24-hour on-call staffing needs; participates in operational on-call rotation.
25. Performs other duties as assigned.
Required Knowledge, Skills, Abilities and Minimum Qualifications:
The requirements listed below are representative of the knowledge, skills, abilities and
minimum qualifications necessary to perform the essential functions of the position.

Requirements include the following:
• An Associate Degree in Applied Science, extensive coursework, or related
experience in water distribution systems, engineering, construction, system
management or related applications is required Degree of Science is
desirable.
• Seven years of progressive experience in water service repair, maintenance and
water meters, and construction and/or sewer construction.
• A State of Michigan S-1 Water Distribution Operator Certification including
knowledge of regulatory requirements of the Distribution System.

and the ability to maintain one throughout employment.
• Considerable knowledge of the safety issues, tools, methods, and materials utilized
in public works maintenance and repair operations, and skill in applying them to
regular and emergency projects.
• Knowledge of the safety practices, tools, equipment, methods and materials utilized
in water distribution system construction, repair, maintenance, and skill in applying
them to regular and emergency projects.
• Thorough knowledge of public management techniques involved in budgeting,
personnel administration, and facilities management of water operations.
• Skill in evaluating conditions of the water distribution system, including water mains,
valves, manholes, vaults, valve boxes, meter pits and pressure requirements.
• Knowledge of the principles, practices and regulations governing the distribution of
potable water, inspection, meters, testing, AWWA standards, meter reading, the use
of radio reading devices, safety procedures and precautions of equipment
operation, maintenance and confined safety entry.
• Skill in the use of office equipment and technology, including Microsoft Suite
applications and software specific to the department; and the ability to master
new technologies.
• Ability to establish effective working relationships, use good professional judgment,
initiative and resourcefulness when dealing with employees, project contractors,
representatives of other governmental units, professional contacts, other City
administrators, and the public.
• Ability to effectively communicate ideas and concepts orally and in writing.
• Ability to read and maintain records, specifications, maps of utility mains, valves,
service lines, and water meters.
• Ability to critically assess situations, delegate work, prioritize work, and solve
problems, and to work effectively under stress, within deadlines and changes in
work priorities. Ability to skillfully manage multiple projects and personnel for
efficient and effective performance.
• Ability to train, supervise, motivate, and evaluate the work of others.
• Ability to respond to emergency situations on a 24-hour basis.

Physical Demands and Work Environment:
The physical demands and work environment characteristics described here are
representative of those an employee encounters while performing the essential functions

While performing the duties of this job, the employee regularly works in an office and the
field. While in the office, the employee is regularly required to communicate in person and
by telephone, read regular and small print, view and produce written and electronic
documents, and enter data on a computer keyboard with repetitive keystrokes. The
employee must be mobile both in an office setting and in the field, able to stand, sit, stoop
and kneel, use hands to finger, handle, or feel and reach with hands and arms. The
employee must lift or push/pull objects of up to 25 lbs. without assistance.

exceed this weight.
While performing the duties of this job, the employee regularly works indoors and outdoors
and regularly travels between work sites using a motor vehicle. The noise level in the work
environment varies from quiet to loud.
