HomeMy WebLinkAboutSuperintendent of Water Treatment Job Description 11 05 24CITY OF MONROE JOB DESCRIPTION SUPERINTENDENT OF WATER TREATMENT Supervised By: Director of Water and Wastewater Utilities Supervises: Water Treatment Plant employees Position Summary: Under the general supervision of the Director of Water and Wastewater Utilities, is Water Plant Operators, Mechanics and Electricians in water treatment and repair and maintenance of plant facilities and related equipment. Directs and provides consistent chemical/technical analyses of water supply to assure conformity to established standards and ensures that all required reporting is completed. Essential Duties and Job Functions: An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily. 1. Coordinates and oversees round-the-clock staffing of Water Plant Operators to ensure uninterrupted monitoring of water quality and related treatment. Adjusts treatment systems as necessary in conformance to departmental standards. 2. Makes regular plant inspections to observe personnel/equipment performance; initiates corrective actions as needed. 3. Oversees laboratory and operator analysis methods, developing, incorporating, and adjusting procedures to conform to required water quality standards. Inventories, orders, and maintains all treatment and analysis supplies. 4. Attend staff meetings, coordinate treatment and construction goals and receive major policy and procedural revisions from the Director. Converts policy to operating tasks and educates staff in adjusting procedures. 5. Trains and arranges training for water plant staff, monitors performance, and may initiate additional training, discipline, or other personnel actions as required. Superintendent of Water Treatment Page 2 6. Coordinates computer maintenance management reports, service reports, and data for departmental analysis and review. 7. Reviews and advises on drawings for plant and distribution projects. 8. Writes specifications for varied Capital Improvement Program projects. 9. Oversees contractors working at the plant to ensure projects conform to specifications. 10. Maintains control of and oversees maintenance of the South Custer Booster Station, Ida Tank, Maybee Tank, Dundee, Petersburg, and Maybee Isolation Valve telemetry systems. 11. Supervises telemetry maintenance and data acquisition on Ida, Maybee and Roessler elevated tanks along with pressure monitoring stations. 12. Supervises maintenance and control of the jointly owned Wil LePage Raw Water Pumping Station. 13. Coordinates implementation and compliance with MIOSHA standards, Sara Title III, Emergency Response, Water Plant Safety Program, and other regulatory safety issues. 14. Responsible for initiating and preparing Wil Lepage Raw Water Pumping Station, South Custer Booster Station, and Water Treatment Plant budgets. 15. Provides Capital Improvement Program projects for the Wil Lepage Raw Water Pumping Station, South Custer Booster Station and Water Treatment Plant. 16. Evaluates plant operations, production and treatment to maximize production efficiency and control costs. 17. Directs staff involved in operating the water filtration and treatment plant, determines work priorities and assigns workload as personnel are available. 18. Participates in employee interviews and provides input in the hiring process. Approves employee overtime, vacation and sick time. 19. Responds to public inquiries and complaints, and assists customers as needed. Superintendent of Water Treatment Page 3 20. Maintains and updates emergency response plans. Maintains systems during emergencies, providing effective solutions while meeting regulatory requirements. Responds to water treatment plant emergencies at all hours. 21. Performs related work as required. Required Knowledge, Skills, Abilities and Minimum Qualifications: The requirements listed below are representative of the knowledge, skills, abilities and minimum qualifications necessary to perform the essential functions of the position. Requirements include the following: • An physics, engineering, related field, or equivalent coursework in water treatment or related applications, is required. • Seven or more years of progressively responsible experience as a Water Plant Operator, Laboratory Technician, or equivalent in water treatment, equipment repair and maintenance. • A Michigan Department of Environmental Quality F-1 and S-4 (minimum) water certifications. • Certified as a Michigan Class A and B UST Systems Operator, or the ability to obtain certifications within 6 months of employment. • license, a satisfactory driving record, and the ability to maintain one throughout employment • Ability to prioritize work and to work effectively under stress, in emergencies, and during non-standard business hours. • Thorough understanding of current Drinking Water regulations, proposed legislation, and the impact of compliance and treatment issues. • Thorough understanding of computer-based software including Microsoft Office, Maintenance & Asset Management, and Document Management; internet-based applications for regulatory interface, research, cost estimates, etc. Superintendent of Water Treatment Page 4 • Thorough understanding of modern water treatment processes, including chemical applications, new treatment techniques, and backup systems, including automatic transfer systems & generators. • Knowledge of the public health and safety requirements and regulations regarding the operation of a municipal water treatment plant. • Skill in inspecting and maintaining mechanical equipment, pumps, and related facilities. • Skill in training, supervising, and evaluating employees engaged in water treatment activities. • Ability to read, interpret, maintain records & specifications, and maps, and prepare comprehensive reports on the water treatment plant operations. • Skill in the use of office equipment and technology, including Microsoft Suite applications and software specific to the department, and the ability to master new technologies. • Ability to establish effective working relationships and use good judgment, initiative, and resourcefulness when dealing with employees, vendors, contractors, other public utility professionals, administrators, regulators, and the public. • Ability to respond to emergency situations on a 24-hour basis. The employee must be mobile in an office setting, stand, sit, stoop, and kneel, and use hands to finger, handle, or feel and reach with hands and arms. The employee frequently is exposed to moving mechanical parts, risk of electrical shock, vibration, fumes or airborne particles, and toxic or caustic chemicals. The employee must lift or push/pull objects up to 50 lbs. without assistance. Accommodation will be made, if needed, for employees required to lift or move objects that exceed this weight. Superintendent of Water Treatment Page 5 The typical work environment of this job is a business office setting within a water treatment plant, where the noise level can be moderate to loud, and other conditions such as fumes, scents, or odors may be present. Though applicable safety procedures are documented and utilized, the incumbent may be exposed to these conditions as inevitable environmental conditions in the course of performing required duties.
