JOB DESCRIPTION
SUPERINTENDENT OF DEPARTMENT OF PUBLIC SERVICES
Supervised By: Director of Engineering and Public Services
Supervises: All Public Services employees, either directly or indirectly
Position Summary:
Under the general supervision of the Director of Engineering and Public Services, manages
the day-to-day operations of the Public Services Department. Prioritizes daily work
assignments, provides instruction to supervisors and /or job leaders assigned to Public
Services work groups. Monitors the performance of work crews and makes
recommendations for improvements to the Director. Works with the Director to develop
and administer departmental policies and procedures. Prepares and administers contracts
with outside entities where necessary.
Essential Job Functions:
An employee in this position may be called upon to do any or all of the following essential
functions. These examples do not include all of the duties that the employee may be
expected to perform. To perform this job successfully, an individual must be able to
perform each essential function satisfactorily.
1. Directs a team of supervisors, job leaders, and other subordinate personnel involved in
maintaining the City's public facilities. Determines work priorities, assigns workload to
appropriate work crews, monitors performance, and initiates training, discipline, and other
personnel actions.
2. Participates in employee interviews. Provides input in the hiring process. Trains
employees in maintenance and repair tasks and the proper operation and utilization of
equipment, tools, and machinery, where appropriate.
3. Coordinates the use of equipment, materials, and manpower required for individual
projects in conjunction with work group leaders. May utilize employees from any Public
Service divisions or other City departments as dictated by operational needs.
4. Responds to public inquiries and complaints, and assists the public as needed.
Provides information to the public related to the City's public service operations. Where
conditions dictate, resolves more serious and complex complaints and irate citizen
concerns that cannot be resolved by subordinate staff.
5. Prepares and administers contracts, with the assistance of other City departments as
needed, with outside entities for any of the potential work activities normally performed by
collection contract and other major contracts.
6. Processes and approves Department accounts payable, assigning correct accounting
and project codes to all invoices.
7. Acts as the Director of Public Services in the absence of the Director, and handles
other activities as delegated from the Director from time to time. Advises and assists the
Director on a broad range of policy, budgetary, and operational matters.
8. Serves as the Departmental Safety Officer, ensuring that all personnel are following
prescribed safety regulations. Plans and implements safety programs, working with
representatives of MIOSHA when necessary.
9. Prepares and coordinates regular call-out schedules of Public Services Supervisors for
emergencies, ensuring that a supervisor is always available. Ensures that police, fire, and
dispatch are notified of the schedule. When necessary due to vacation schedules or due to
departmental preference, may serve as an on-call supervisor, or will arrange for personnel
from other departments to assume this role.
10. Posts and updates Public Services non-scheduled overtime list, seniority list, and
annual employee vacation schedule according to the terms of the relevant Union
contract(s). When necessary and provided for by Union contract(s), include Water and
Wastewater personnel on these lists for certain work activities.
11. Arranges for Public Services employees to provide assistance to the Engineering
Department in administering, inspecting, or surveying various construction projects and
contracts on a short-term or seasonal basis as needed.
12. Represents the Public Services Department, when directed, at meetings for outside
community events that will require the assistance of the Public Services operations.
13. As assigned by the Director, prepares background data and research for the
preparation of the annual departmental budget. Prepares other relevant reports and work
summaries as necessary or as directed.
14. Acts as Airport Manager or Assistant Airport Manager, as needs dictate. Coordinates
the activities of the contracted Airport Manager if one is employed by the City.
15. Coordinates response to Miss Dig calls, where required or otherwise desirable, for
City-owned electrical facilities or storm sewers.
16. Performs related work as required.
Required Knowledge, Skills, Abilities, and Minimum Qualifications:

Requirements include the following:
Management, or a related field.
Seven or more years of experience in public sector construction and public works-type
construction management and supervision.
Considerable knowledge of the application of surveying, construction inspection, and
civil engineering practices and procedures.
Proficiency in the use of spreadsheet and word-processing applications and ability to
learn and administer computerized maintenance management software as implemented
by the City. Knowledge of computer-aided design programs is desirable.
Ability to read and interpret blueprints and specifications.
Familiarity with construction materials, equipment, and supplies used in public works
and engineering work.
Ability to assemble data and to prepare clear and accurate reports.
Ability to travel to various locations within the City.
Good knowledge of municipal operations as they relate to the development and
growth of the City.
Skill in interpreting and applying municipal codes and ordinances.
Ability to effectively communicate and present ideas and concepts orally and in writing,
and to respond tactfully to complaints.
Ability to critically assess situations, solve problems and work effectively under stress
within deadlines and changes in work priorities.
Ability to establish effective working relationships and use good judgment, initiative
and resourcefulness when dealing with employees, City officials, project contractors and
the public.
Skill in planning, coordinating, and scheduling routine and emergency maintenance and
repair.
Skill in estimating the materials, labor, and equipment required to complete a broad
range of public works maintenance, repair, and construction projects.
Skill in training, supervising, and evaluating employees engaged in grounds and facility
maintenance.
Ability to establish effective working relationships and use good judgment, initiative,
and resourcefulness when dealing with employees, contractors, professional contacts, City
administrators, vendors, and the public.
Physical Demands and Work Environment:
The physical demands and work environment characteristics described here are
representative of those an employee encounters while performing the essential functions

While performing the duties of this job, the employee regularly works both in an office and
in the field. While in the office, the employee is regularly required to communicate in
person and by telephone, read regular and small print, view and produce written and
electronic documents, and enter data on a computer keyboard with repetitive keystrokes.
The employee must be mobile both in an office setting and in the field with the ability to
stand, sit, stoop, and kneel, use hands to finger, handle, or feel, and reach with hands and
arms. The employee must lift or push/pull objects of up to 25 lbs. without assistance.
Accommodation will be made, if needed, for employees required to lift or move objects
that exceed this weight. While performing the duties of this job, the employee regularly
works both indoors and outdoors and regularly travels between work sites using a motor
vehicle. The employee is regularly exposed to outside weather conditions, moving
mechanical parts, fumes, dust, and airborne particles, and may occasionally be exposed to
hazardous materials. The noise level in the work environment varies from quiet to loud.
