JOB DESCRIPTION
ASSISTANT WATER DISTRIBUTION SUPERVISOR
Supervised By: Water Distribution Supervisor
Supervises: Water Distribution employees as assigned
Position Summary:
Under the supervision of the Water Distribution Supervisor, is responsible for securing and
maintaining an inventory of materials and equipment to be used in water system
installation and repair projects. Travels to job sites and estimates material needs,
develops specifications for bids, receives incoming parts shipments, distributes materials
and maintains accurate inventory counts. Repairs and assembles particular equipment
and performs other duties in support of the water distribution system. Schedules workload
for the maintenance, repair, and installation of water distribution system components.
Monitors the work within the water system and schedules crew workers engaged in repairs,
installation, preventive maintenance, and customer service. Monitors water main
construction activities within the water system and oversees construction activities,
assuring compliance with project specifications, including construction inspection and
testing.
Essential Job Functions:
An employee in this position may be called upon to do any or all of the following essential
functions. These examples do not include all of the duties that the employee may be
expected to perform. To perform this job successfully, an individual must be able to
perform each essential function satisfactorily.
1. Maintains a continuing inventory of materials, supplies, and equipment to be used in
the installation and repair of the water distribution system.
2. Distributes inventory while maintaining concise records pertaining to changes and
inventory counts. Enters requisitions using computerized software to maintain
minimum inventory for the water system, fleet, equipment, supplies, etc.
3. Develops specifications for inventory and equipment needs and elicits vendor bids
and quotations.
4. Travels to job sites and determines material and supply needs and costs. Delivers
materials and equipment to crews in the field.
5. Builds assemblies for installations of water service and repairs or rebuilds hydrant
works.

6. Identifies contractors for street repair, landscaping or other improvements
necessitated by work on the distribution system.
7. Builds repairs and maintains high pressure testing equipment. Performs tests under
certain conditions, such as hydrant flow testing and hydrostatic pressure testing.
8. Identifies and maintains equipment and vehicles in need of repair, replacement,
and researches new equipment and proposals for purchase and may prepare
supportive data, specifications and recommendations for management review.
9. Maintains, continuously upgrades, and schedules: fleet management, daily
workload, data entry, data management, data tracking & data reporting utilizing
computerized software related to inventory counts & usage which is specific to the
department, completed construction crew and meter shop work output, physical
maps and records, equipment and vehicles. This position is the Water Distribution
Division maintenance management coordinator.
10. In the absence of the Water Distribution Supervisor, assumes incumbent job duties.
Rotates 24-hour coverage for timely response to emergency situations with the
Water Distribution Supervisor. Carries a phone and is on-call at all times.
11. Functions as a member of the work crew and as a water service worker if
operational needs dictate. In this situation, may operate machinery or perform
manual tasks.
12. Assures adequate maintenance and repair of the Water Distribution Division
buildings and grounds. Coordinates and performs light maintenance, painting, and
cleaning within facilities, equipment, and vehicles.
13. Sets up training and safety programs for staff as determined.
14. Utilizes various computer software applications to perform job duties.
15. Performs related work as required.
Required Knowledge, Skills, Abilities and Minimum Qualifications:

minimum qualifications necessary to perform the essential functions of the position.

Requirements include the following:
• A high school diploma, or GED with additional vocational or technical training in
construction trades, engineering, or mechanics Degree is preferred.
• State of Michigan S-3 Water Distribution Certification.

• Five years of experience in water distribution construction, including water meters,
public works, job leading, foreman, or supervising on a regular basis.

• Minimum score of 70% on the City of Monroe aptitude examination.
• Thorough knowledge of inventory control issues and stock room management
including estimating material needs. Knowledge of water main construction, repair
and maintenance. Knowledge of the principles, practices and regulations
governing the distribution of potable water.
• Knowledge of the safety practices, issues, tools, equipment, methods, and materials
utilized in water distribution system maintenance, and skill in applying them to
regular and emergency projects.
• Ability to establish effective working relationships and use good judgment, initiative
and resourcefulness when dealing with employees, City officials, supply vendors
and the public.
• Ability to communicate effectively and present ideas orally and in writing. Ability to
prepare and maintain a wide variety of records and reports according to accepted
standards.
• Ability to read, interpret, and maintains records, specifications, create maps and
drawings of utility mains, valves and service lines.
• Ability to perform visual inspections of outdoor projects and conduct field visits.
• Skill in the use of office equipment and technology, including Microsoft Suite
applications and software specific to the department; and the ability to master
new technologies.
• Ability to respond to emergency situations on a 24-hour basis and work effectively
under stress and changes in work priorities.
Physical Demands and Work Environment:
The physical demands and work environment characteristics described here are
representative of those an employee encounters while performing the essential functions

While performing the duties of this job, the employee regularly works both in an office and
in the field. While in the office, the employee is regularly required to communicate in
person and by telephone, read regular and small print, view and produce written and

electronic documents and enter data on a computer keyboard with repetitive keystrokes.
The employee must be mobile both in an office setting and in the field with the ability to
stand, sit, stoop and kneel, use hands to finger, handle, or feel and reach with hands and
arms. The employee must lift or push/pull objects of up to 50 lbs. without assistance.
Accommodation will be made, if needed, for employees required to lift or move objects
that exceed this weight.
While performing the duties of this job, the employee regularly works both indoors and
outdoors and regularly travels between work sites using a motor vehicle. The noise level in
the work environment varies from quiet to loud.
