JOB DESCRIPTION
DIRECTOR OF WATER AND WASTEWATER UTILITIES
Supervised By: City Manager
Supervises: All Water and Wastewater employees, directly or through supervisory staff
Position Summary
Under the general direction of the City Manager, the Director plans, directs, and performs
Wastewater Utility Departments. Responsibilities include oversight of the water and wastewater
treatment facilities, water distribution system, and sewage collection system. The Director ensures
effective planning, coordination, and management of operations, maintenance, staffing, system
improvements, billing, and utility rates while establishing and administering departmental policies,
procedures, and regulations.
Essential Job Functions

1. Plans, organizes, and directs departmental operations to improve system and cost
efficiency. Coordinates personnel, budgeting, administration, billing, and capital
improvements. Develops, recommends, and implements ordinances, programs, policies, and
procedures in compliance with City ordinances and federal, state, and local regulations.
2. Develops departmental mission and long-term plans aligned with community needs,
3. Serves as principal liaison and fulfills duties prescribed in the Master Agreement for the
Monroe Metropolitan Water Pollution Control System.
4. Represents the City on internal and external commissions and committees, including the
Commission on Environment & Water Quality, Huron to Erie Drinking Water Real-Time
Monitoring Alliance, Monroe County Solid Waste Planning Committee, and others. Provides
technical expertise and ensures City interests are represented.

5. Oversees recruitment, hiring, supervision, evaluation, training, and professional
development of departmental staff. Establishes goals and training programs, and
administers discipline as needed.
6. Participates in water and wastewater agreements, labor negotiations, contract
administration, grievances, and other labor relations matters. Evaluates operations,
staffing, facilities, and equipment.
7. Analyzes short- and long-term capital improvement needs. Prepares, presents, and
administers capital improvement budgets. Researches and recommends funding
mechanisms and coordinates with other departments and agencies on projects.
8. Prepares and administers annual budgets. Monitors operational costs, recommends rate
structures, and coordinates with other departments and agencies on budget-related
matters.
9. Prepares reports for City Administration and other entities. Attends City Council meetings,
completes special projects, and delivers presentations.
10. Stays current on operational, safety, and regulatory developments. Monitors legislation and
regulations to ensure compliance. Pursues professional growth and maintains cooperative
relationships with peer agencies and government units.
11. Acts as department spokesperson and maintains effective relationships with residents,
media, community groups, government officials, employees, contractors, developers, and
vendors. Responds to inquiries and investigates complaints.
12. Reviews and analyzes system capacity; evaluates plans and specifications for public and
private projects; prepares and submits permit applications; and designs water and
wastewater projects as required.
13. Implements new technologies. Collaborates with Information Technology staff to identify
needs and transition to upgraded systems.
14. Responds to emergencies following established procedures.
15. Performs related duties as assigned.
Required Knowledge, Skills, Abilities, and Minimum Qualifications
Requirements include:
• Engineering, Public Administration, Business, or related field;

• Seven or more years of progressively responsible experience in engineering, utilities
management, public works, or public administration, including supervisory and
administrative duties.

• Licensure as a Professional Engineer (P.E.) in Michigan preferred. (Must obtain P.E. within a
designated time period.)
• F-1 Water Treatment Operator, S-1 Water Distribution Operator, and A Wastewater
Treatment certifications are desirable.
• Thorough knowledge of federal, state, and local laws, regulations, principles, and practices
governing utility operations, including civil engineering, water treatment/distribution,
construction, maintenance/materials, and wastewater treatment/collection.
• Proficiency with computer-aided design software, spreadsheets, and word processing
applications.
• Familiarity with Geographic Information Systems (G.I.S.) and Microsoft Office Suite.
• Strong knowledge of public management techniques, including budgeting, personnel
administration, labor relations, facilities management, and utility operations.
• Considerable knowledge of safety standards, tools, methods, and materials used in public
works maintenance and repair, and ability to apply them in routine and emergency
situations.
• Skill in data analysis, report preparation, and presenting findings clearly and accurately.
• Strong verbal and written communication skills, with the ability to present effectively in
public forums.
• Proficiency with office equipment, technology, and the ability to adapt to new systems.
• Ability to establish and maintain effective relationships and exercise sound professional
judgment, initiative, and resourcefulness when working with employees, contractors,
government officials, and the public.
• Ability to assess situations, delegate effectively, solve problems, and work under stress,
deadlines, and changing priorities. Ability to manage multiple projects and personnel
efficiently.

• Ability to attend meetings outside normal business hours.
Physical Demands and Work Environment
The physical demands and work environment characteristics described here are representative of
those an employee encounters while performing the essential functions of this job. Reasonable

While performing duties, the employee works in both office and field environments. In the office,
duties require frequent communication, reading, document preparation, and computer use. The
employee must be able to sit, stand, stoop, kneel, handle objects, and reach with arms and hands.
The employee must occasionally lift or push/pull objects up to 25 lbs. Assistance or
accommodation will be provided if lifting requirements exceed this weight.
The employee regularly travels between work sites by motor vehicle and works indoors and
outdoors. The noise level ranges from quiet to loud, depending on the environment.
