HomeMy WebLinkAboutFire Captain Job Description 10 19 2022Fire Captain Page 2 CITY OF MONROE JOB DESCRIPTION FIRE CAPTAIN Supervised By: Fire Commander Supervises: Firefighting personnel on assigned shift Position Summary: Under the direction of the Fire Commander, supervises and directs firefighting personnel on an assigned shift. Oversees all shift activities and resources and performs administrative and management tasks as assigned. Essential Job Functions: An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily. 1. Responds to fire calls, rescue and medical calls, and other emergencies. Participates in fire containment, suppression and rescue activities. Operates a wide range of firefighting and rescue equipment, apparatus, tools, vehicles and other implements utilized in the line of duty. 2. Commands fire scenes as the senior firefighter on site, or as directed by the Fire Commander. Provides overall scene management, directs personnel and allocates equipment according to established strategies and tactics. 3. Inspects and oversees cleaning and inspections of fire vehicles, apparatus, equipment and quarters. Directs standard preventive maintenance duties according to established schedule and keeps related records. May be called upon to coordinate repairs through the mechanics. 4. Assists in the development and maintenance of fire strategy incident pre-plans. Conducts related inspections and updates Right-to-Know and other hazardous materials information. 5. Coordinates, supervises and participates in training programs and drills as appropriate. Responsible for the planning, implementing and tracking of new firefighter training activities. Supervises data entry, completes paperwork and helps to ensure proper documentation of training and certificates. 6. Supervises and assists with departmental record keeping. Posts fire runs and reports in computer, completes related forms and paperwork and generates monthly and annual activity reports. 7. Coordinates shift meetings. Reviews departmental procedures, activity logs, work Fire Captain Page 3 and training schedules and addresses employee questions and concerns. 8. Participates in the departmental budgeting process. Researches equipment, apparatus, gear and related items as requested. Serves on committees, obtains quotes, and gathers other information for use in planning and the purchasing process. 9. Responsible for the collection and preservation of evidence in possible arson cases. 10. Responds to public inquiries, addresses citizen complaints and provides general information as requested. 11. Keeps abreast of modern firefighting methods and current issues through continued training and professional growth. Maintains cooperative relations with other City departments and other firefighting agencies. Attends conferences, workshops, and seminars as appropriate. 12. Responds to fire scenes and public safety emergencies on a 24-hour basis. Establishes and utilizes a well-defined command structure and related procedures for emergency situations. 13. Performs related duties as required. Required Knowledge, Skills, Abilities and Minimum Qualifications: The requirements listed below are representative of the knowledge, skills, abilities and minimum qualifications necessary to perform the essential functions of the position. Requirements include the following: • High school diploma or an equivalent amount of education and preferred. • Michigan Firefighters Training Council Certification as a Firefighter I and II and Fire Officer III. • Current Michigan or National Paramedic License. • State of Michigan Vehicle License. • Thorough knowledge of the principles, practices and techniques used in fire suppression, prevention and rescue operations, and associated safety procedures. Fire Captain Page 4 • Working knowledge of fire codes and other laws and regulations governing fire prevention. • Working knowledge of the procedures and processes involved in the investigation of fire cause. • Thorough knowledge of streets and response routes in covered service areas. • Thorough knowledge of the professional public management techniques involved in budgeting, personnel administration, labor relations, operations management, and departmental rules and regulations. • Skill in assembling information, analyzing data, preparing comprehensive and accurate reports, and formulating policy and service recommendations. • Skill in the operation and maintenance of an array of fire fighting tools, equipment and apparatus and other implements utilized in the line of duty. • Ability to oversee and administer a comprehensive fire training regimen. • Ability to maintain discipline, supervise a contingent of firefighters, and lead and command employees effectively in standard and emergency conditions. • Ability to establish and maintain effective working relationships and use good judgement, initiative and resourcefulness when dealing with employees, professional contacts, elected officials, and the public. • Ability to critically assess situations, effectively plan and implement plans, and work effectively under stress, with deadlines and changes in work priorities. • Ability to work a 24-hour shift, including weekends and holidays as assigned. • Ability to use basic office equipment such as telephone, calculator, photocopier, fax and computer with applicable software applications such as word processing, spreadsheet, database and specialized department software, as well as email/internet/world wide web. • City employees are expected to possess and maintain a record of orderly, law- abiding citizenship, sobriety, integrity and loyalty as it pertains to and reflects upon their employment with the City. • City employees must be physically and mentally able to perform the essential duties of their position without excessive absences. • In addition to the above requirements, all City positions require the ability to read, write, speak and understand the English language as necessary for the position, including the ability to follow written and oral instructions. Fire Captain Page 5 Physical Demands and Work Environment: The physical demands and work environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job. Physical demands, therefore, range from sitting in an office or vehicle to the potentially enormous physical exertion associated with firefighting. While in the office, the employee is frequently required to communicate verbally in person and by telephone, write and read. While firefighting, the employee is required to travel to other locations, stand, walk, run, climb, stoop, kneel, crouch or crawl, and lift and/or move items of heavy weight. While at fire scenes, the employee may be exposed to extreme heat, chemicals, fumes, airborne particles, vibration, moving mechanical parts and outdoor weather conditions. The noise level in the work environment is usually quiet in the office, but may become extremely loud in the field.
