HomeMy WebLinkAboutFire Lieutenant Job Description 03 2025CITY OF MONROE JOB DESCRIPTION FIRE LIEUTENANT Reports to: Fire Captain Supervises: Firefighter/Paramedic, Firefighter/EMT, and Mechanic Position Summary: Under the direction of the Captain, plans, organizes, coordinates and directs the emergency and non-emergency activities of the Fire Department. During the absence of the Captain; commands emergency response scenes; directs and performs a verity of support functions. Leads fire suppression tasks at fire scenes, may act as Incident Safety Officer or Operations Officer. Essential Job Functions: An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily • Fire Suppression: Thorough knowledge of practices pertaining to fire suppression to include fire behavior, building construction, suppression systems, and fire prevention. Strong knowledge of Incident Management, strategy and tactics, and knowledge of emergency vehicle operations and basic maintenance needs including fire engine, aerial, and support apparatus. • May be required to operate Fire Department apparatus in emergency operations, must maintain proficiency and abilities in fire engine pump operations. • Emergency Medical Services: Thorough knowledge of Incident Management and supervisory practices relating to the emergency response principals and the provision of emergency medical care. • Supervision: Thorough knowledge of leadership techniques, principles and procedures to assign work. • Safety/Security: Thorough knowledge of safety rules, regulations, procedures and practices as outlined in the department directives. Maintains situational awareness and ensures operational resource management. • Customer Service: Comprehensive knowledge of principles and processes for providing customer services. This includes setting and meeting quality standards for services and evaluation of customer satisfaction. • Interpersonal Relationships - Develops and maintains cooperative and professional relationships with employees, managers, and representatives from other departments and organizations. Shares knowledge with staff for mutual and departmental benefit. • Critical Thinking - Uses logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems. • Judgment/Decision Making - Anticipates, identifies and evaluates potentially dangerous, unusual or deviating situations and exercises appropriate judgment to • establish priorities and take prompt action for problem resolution. • Other duties as assigned by administration. Required Knowledge, Skills, Abilities and Minimum Qualifications: All of the following functions, qualifications, knowledge, skills, abilities (KSA's) and duties are essential. An employee in this class should have the equivalent of the following: • Reads, interprets, implements and enforces State, City and Fire Department policies, procedures, codes, rules and regulations. • Prepares and maintains records and makes reports on fire suppression, training, equipment maintenance, personnel, pay roll, and other matters; • Promotes an environment of cooperation and collaboration during all internal and external interactions; • Represents the department in dealings with volunteers, citizens, members of the press or other City and State agencies as directed; • Enforces Department and City policies and procedures; • Conducts on-going performance management of subordinate personnel including evaluations; • Ensures that subordinates meet all training standards; • Counsels and direct subordinates to facilitate Department objectives; • Serves as a coach and mentor in the professional development of subordinates; • Initiates disciplinary action to ensure fairness, consistency, and conformance with standard operating procedures and applicable rules and regulations; • Makes effective use of email and other City/Department resources to communicate with other members of the department; • Manages significant project work at a station, division, or department level; • Performs other duties as assigned; • Responds to emergency incidents, assesses the situation, directs, participates, and oversees emergency operations for a wide variety of emergencies to include; fire, EMS, rescue, and Haz-Mat; Physical Demands: • The physical demands and work environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job. While performing the duties of this job, the employee is in a variety of settings, to include being outside, in a vehicle, residences, businesses, or an office. • While performing the duties of this job, the employee is frequently required to sit, stand, walk, use hands to finger, handle, or operate objects, tools, or controls, and reach and stretch with hands and arms with a full range of motion. The employee is occasionally required to sit, climb or balance, jump; stoop, kneel, crouch, or crawl; talk and taste or smell. The employee must frequently lift and/or move up to 70 pounds and occasionally lift and/ or move more than 165 pounds. Lifting and carrying of persons of more than 300 lbs. will be required; this lifting will be as part of a team. Revised: March 2025
