HomeMy WebLinkAboutDetective Lieutenant Job Description 03 2025CITY OF MONROE JOB DESCRIPTION DETECTIVE LIEUTENANT Reports to: Police Commander Supervises: Detective Sergeant, detective bureau personnel, and Police Shift personnel as called upon. Position Summary: Under the general direction of the Police Commander, and thoroughly experienced in police operations, serves as supervisor for the detective bureau, and responsibility for the training standards, and technology. Essential Job Functions, Responsibilities and Duties: An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties, which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily. • Determines available compliment of detective bureau personnel and adjusts assignments in the absence of scheduled personnel. Briefs administration and MPSD personnel as unusual or pending circumstances, reviews for conformity to departmental standards and clarifies service questions upon requests. • Coordinates with Administrative Commander and Accreditation Manager to ensure training meets policy requirements. • Ensures training compliance for police personnel meeting MCOLES standards and Firefighter standards for PSO. • Oversight of technology of the MPSD and ensures personnel receive training at their appropriate level. • Ensures technology is being used by MPSD for the safety our citizens. • Primarily concerned with technology and training as it relates to the police but may have some responsibility for fire in these same areas. • Monitors performance of personnel within detective bureau. • Conducts daily inspections of equipment and personnel, correcting practices and habits not compatible with departmental standards. • Prepares and maintains supply and equipment records, daily activity logs along with evaluating accident, investigative and arrest reports. • Assumes coordinating responsibility for response to crime scenes, crimes in progress, disaster emergencies and so forth, arranging mutual police cooperation with other agencies and City departments. • Trains, evaluates and discusses evaluation of assigned personnel on an individual basis and may participate in establishing training programs. • Assumes command of major crime scenes as circumstances warrant. • Coordinates, attends and prepares for special events. • Performs the normal duties of road patrol and other routine police functions as circumstances warrant. • Perform Public Safety Officer Duties as required. • May be called upon to perform internal / administrative investigations. • Performs additional duties at the discretion of the Public Safety Administration. • Required Knowledge, Skills, Abilities and Minimum Qualifications: • All of the following functions, qualifications, knowledge, skills, abilities (KSA's) and duties are essential. An employee in this class should have the equivalent of the following: • Knowledge of applicable Federal, State and local laws and the City ordinances. • Knowledge of traffic rules and regulations to issue summons. • Knowledge of the geography, streets and principal locations in the City of Monroe to effectively patrol and quickly respond to calls for assistance. • Skill in interpersonal relations, with the ability to deal effectively with subordinates, complainants, witnesses, suspects, prisoners, co-workers and the public. • Mental alertness and good powers of observation to notice suspicious persons and violation of laws, codes and regulations. • Ability to react calmly and quickly in emergency situations. • Physical strength, endurance and agility to perform the job. • Ability to communicate effectively. • Ability to apply police management principles. • Ability to plan, coordinate and supervise special tasks. • A valid Michigan driver's license is required. • • Graduation from high school or equivalent and certification by the Michigan Commission on Law Enforcement Standards (MCOLES) are required. • Other State of Michigan certifications necessary to perform in this position are: radar operator, firearms qualifications, and Class II Breathalyzer Operator. • Ability to prepare investigative and other reports, including sketches, using appropriate grammar, symbols and mathematical computations. • Skill in the use of office equipment and technology, including Microsoft Suite applications and software specific to the department; and the ability to master new technologies. • Utilizes a variety of equipment including weaponry, restraints, radios, vehicles, first aid equipment, cameras, and computers. • Ability to coordinate multiple tasks to complete duties. • Certification as a Michigan Firefighter I and II. • CPR Certification. • Ability to coordinate and monitor the work of others. Physical Demands: The physical demands and work environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job. While performing the duties of this job, the employee is in a variety of settings, to include being outside, in a vehicle, residences, businesses, or an office.
