HomeMy WebLinkAboutAppraiser I Job DescriptionJOB VACANCY APPRAISER I Supervised by: Assessor Supervises: No supervisory responsibilities Position Summary: Under the supervision of the Assessor, is responsible for responding to public inquiries regarding assessment records and processes. Also functions as a property appraiser, focusing on residential, and less complex commercial and industrial properties. Performs a variety of tasks pertaining to the maintenance and upgrade of assessment records and assists the City Assessor in compiling related reports. Essential Duties and Job Functions: An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily. 1. Provides information to property owners, tenants, and the public regarding assessment procedures, sale prices, ownership records, name changes, tax assessments and related property assessing issues. 2. Responds to inquiries from the public, title companies, real estate agents, and other parties regarding assessing issues. Answers phone, responds to walk-in requests, and provides information. 3. Processes transfer affidavits and homestead exemptions. Reviews deeds, updates property cards and computer files, and otherwise maintains up-to-date paper and computer records. 4. Performs physical inspections of residential and non-complex commercial and industrial properties using standards methods to determine appropriate value. 5. Records and computes necessary data, prepares drawings to scale, take photographs, writes property descriptions, and updates tax maps. Utilizes computerized record keeping and drawing software. 6. Participates in reconciling compiled data, checking figures for accuracy, making reports, and preparing/adjusting/updating assessment and special assessment rolls, tax rolls, and captured taxable value rolls. 7. Develops assessment/sales ratios and economic condition factors (ECFs) for residential property class. Develops gross rent multiplier analyses when practicable for residential property class. 8. Assists in development of ECFs, unit sale price ranges, market rent ranges, miscellaneous income ranges, vacancy and collection loss ranges, operating expense ranges, net operating income ranges, and capitalization rate ranges based on commercial and industrial uses.. 9. Prepares time sheets, maintains time off accruals, opens mail and performs other clerical and administrative tasks in support of the Assessing Department. 11. Performs related work as required. Required Knowledge, Skills, Abilities and Minimum Qualifications: The requirements listed below are representative of the knowledge, skills, abilities and minimum qualifications necessary to perform the essential functions of this position. Reasonable accommodations may be made to enable individuals with disabilities to perform the job. Requirements include the following: • Minimum education attainment of high school diploma. An Associate’s degree in business management, or a related field is desirable. • Michigan Certified Assessing Technician (MCAT) minimum, Michigan Certified Assessing Officer (MCAO) preferred. • One to three years’ experience in a clerical/office setting, preferably involved in appraising, assessing or related real estate discipline. • Knowledge of office administration principles and practices. • Knowledge of municipal services, policies and procedures. • Knowledge of computerized record keeping, word processing and spreadsheet applications as they apply to assessing. • Knowledge of the terminology, laws and regulations governing property assessment, building code administration and zoning. • Skill in the preparation of reports, the maintenance of records, and the provision of administrative support. • Skill in responding to inquiries from the public and other employees regarding department operations and other related issues. • Skill in reading technical information and blueprints. • Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with the public, other employees, governmental agencies, City officials, realtors, contractors, property owners and the general public. • Ability to communicate effectively and present ideas orally and in writing. • Ability to work effectively under changes in work priorities. • Ability to plan, organize and perform administrative work independently. • Ability to prepare and maintain accurate records, reports and legal documents, and to perform mathematical computations quickly and accurately. • A Valid Vehicle Operator’s License is required. While performing the duties of this job, the employee is regularly required to communicate with others in persona and on the phone. The employee often is required to perform work in the field involving moving about and viewing objects from ground level to above shoulder level and near to far. The employee is required to use measuring equipment and computers, and view and create written documents. The employee must occasionally lift and/or move items of light weight. While performing the duties of this job, the employee regularly works both indoors and outdoors. The employee is periodically exposed to adverse weather conditions.
