PARKS OPERATIONS SUPERVISOR
(ECONOMIC & COMMUNITY DEVELOPMENT DEPARTMENT - PARKS &
RECREATION DIVISION)
Supervised By: Directly by the Director of Economic and Community Development
Supervises: Parks and Recreation grounds maintenance employees and others as
assigned
Position Summary:
Under the general supervision of the e Economic & Community Development Director
(“Director”), oversees projects and personnel assigned to perform a full range of park and
recreation facility improvement, maintenance and repair tasks. Assists with the development of
parks and grounds improvement and maintenance plans, coordinates work crews and
equipment, prioritizes daily work assignments, provides instruction to work crews, monitors and
evaluates performance and administers department policies and procedures.
Essential Job Functions:

individual must be able to perform each essential function satisfactorily.
1. Provides pro-active input and assists the Director of Economic and Community
Development in the development and implementation of long and short termproactive
input and assists the Director of Economic and Community Development in the
development and implementation of long-term and short-term parks and grounds
improvement and maintenance plans. Prepares and updates project descriptions and
cost estimates for a multi-year parks and recreation capital improvement program.
2. Directs a team of workers involved in improving and maintaining the City's public parks,
landscaped features, playgrounds, athletic fields, recreation buildings and related
equipment. Determines work priorities, assigns workload, monitors and evaluates
employee performance and initiates training, discipline and other personnel actions.
Approves and tracks employee hours, overtime, vacation and sick time. Ensures that all
work is performed in a safe, high qualityhigh-quality, and efficient manner.
3. Participates in the employee recruitment and hiring process including interviews of parks
maintenance worker candidates. Trains employees in the performance of parks and
grounds improvement, maintenance and repair tasks and the safe and proper operation
and utilization of equipment, tools and machinery.
4. Assists the Director in the preparation, implementation and occasional updating of a

Parks and Recreation Operations Manual, including pertinent MIOSHA provisions, and
ensures compliance with its provisions.
5. Plans, prepares and publishes written parks and grounds improvement and maintenance
schedules, yearly calendars, target dates for undertaking and completing improvements
and maintenance, including job details, time management and the human and materiel
resources needed for each project and/or assignment.
6. In consultation with the Director, develops specifications and administers the bid process
for capital improvement projects. Assists with contract oversight to ensure vendor
compliance with specifications.
7. Prepares and administers contracts, with the assistance of other City departments as
needed, with outside entities for any of the potential work activities normally performed
by City employees under the direction of this position.
8. Provides assistance or arranges for Parks Maintenance employees to provide
assistance, to other City departments in administering, inspecting, or surveying various
construction projects and contracts on a short-term or seasonal basis as needed.
9. In consultation with the Director of Economic and Community Development and Human
Resource Director, ensures that documented safety training and instruction is provided
to employees on a regular and remedial basis. Ensures that safe operating practices are
always used by department employees, including the use of counseling, remedial
training, and progressive discipline as appropriate and necessary. Maintains a sufficient
supply of functional safety equipment and ensures its proper use by employees.
10. Responsible for coordinating athletic field/court grooming and marking, irrigation system
maintenance, stocking and cleaning buildings, trash pick-up and removal, and related
maintenance functions, for parks, recreation and other assigned grounds and facilities.
11. Inspects City parks, other assigned grounds, athletic fields/courts, recreation buildings
and playground equipment for potential safety hazards, needed repairs, maintenance
and equipment or parts replacement. Coordinates and oversees the timely performance
of required maintenance and repairs. Recommends the acquisition and oversees the
deployment of new maintenance and recreation equipment.
12. Oversees the installation and maintenance of the overall appearance and functionality of
landscape features in city parks and other public spaces to include, but not limited to,
flower beds, shrubbery, trees, irrigation, weed control, storm water drainage, and athletic
fields.
13. Maintains and prepares sport league equipment and recommends the acquisition of new
equipment or replacement equipment as warranted.
14. Provides logistical support for emergencies and special events, as assigned. Attends
meetings as necessary to support this function.
15. Performs routine inspections of maintenance equipment and storage facilities. Ensures
equipment is in proper working order and facilities are well maintained in compliance
with applicable safety requirements and operational policies.

16. Coordinates the use of personnel, equipment, and materials required for individual
projects. May utilize employees reassigned from other City departments, including
seasonal employees as determined by department directors.
17. May serve as a call-in supervisor on a seasonal, temporary or emergency, basis for
other departments as assigned.
18. Occasionally works during weekends, holidays, and after normal working hours, as
needed and assigned.
19. Provides proper and timely input for maintenance supply needs, repairs completed,
resource requirements, maintains records of project status, and other operational data.
Prepares summaries and reports as required.
20. Assists with preparing the annual budget, including capital equipment and infrastructure
needs for maintenance and development of City parks, other assigned grounds and
facilities.
21. Professionally provides information and Assistance to members of the public, including
responding to public inquiries and concerns related to the City parks and grounds
operations, maintenance and improvements. When conditions dictate, resolves more
serious and complex complaints and irate citizen concerns.
22. Performs other duties as assigned.
Required Qualifications:
The requirements listed below are representative of the knowledge, skills, abilities and minimum qualifications
necessary to perform the essential functions of the position. Reasonable accommodations may be made to enable

Requirements include the following:
• Associate’s Degree in Construction Management, Applied Business or Business
Management. A Bachelor’s Degree from a nationally accredited program in Parks and
Recreation Management, Facilities Management, Construction Management, Business,
Public Administration or other related field is desirable.
• Five or more year’s experience and high-quality performance in the operations,
maintenance and improvement of parks, grounds, or other facilities, including a verified
record of significant and effective supervisory experience.
• Minimum score of 70% on the City’s aptitude examination.
• Good oral and written communication skills, including the demonstrated ability to
produce and deliver professional correspondence, reports and presentations.
• Proficient in the use of desktop, portable and hand-held computers and software
including word processing, spreadsheet, email, graphics, and other commonly used
programs and the ability to become proficient in the use of new programs.

• Knowledge of the safety issues, regulations and procedures relevant to operating and
maintaining parks, grounds or other facilities, including the operation of various
maintenance and construction equipment.
• Knowledge of, or ability to be trained in, the safe and effective use of pesticides and
herbicides and their application.
Skill in estimating the materials, labor and equipment required to complete a broad
range of parks and grounds maintenance, repair and construction projects.
• Training and demonstrated ability in employee relations, effective supervisory practices,
employee training, and evaluating and documenting employee performance.
• Skill in effectively communicating ideas and concepts orally and in writing, and in
supervising a team involved with multiple projects throughout a large geographic area
• Ability to assemble, prepare, and/or review, with the assistance of other City
departments where needed, construction contract documentation for administration of
normal work activities by outside entities.
• Ability to manage construction contracts for administration of normal work activities by
outside entities, including scheduling of inspection activities by Engineering or other City
departmental staff, preparation of contractor pay requests, and contract resolution.
• Ability to read and utilize schematics, blueprints, service manuals, and bulletins.
• Demonstrated ability to establish effective working relationships and use good judgment,
initiative and resourcefulness when dealing with the public, fellow employees,
contractors, professional contacts, City administrators, vendors and others.
• Demonstrated ability to critically assess situations and solve problems, and to work
effectively under stress, within deadlines and changes in work priorities.
• Demonstrated ability to effectively lead and motivate others.
• Ability to obtain certifications, if necessary, for pesticide application.
• Possession and maintenance of a valid and current Vehicle Operator’s License and a
good driving record.
• Ability to respond to emergencies 24 hours a day and to work during non-business hours
as needed.

While performing the duties of this job, the employee regularly is required to communicate with
others in person and on the telephone. The employee frequently is required to travel to other
locations, view and produce written documents and inspect the work of subordinate employees
at varying heights and in varying light conditions. The employee occasionally must lift and/or
move objects of moderate to heavy weight.
While performing the duties of this job, the employee regularly works in an office setting and in
the field. The employee is frequently exposed to moving mechanical parts; outside weather
conditions; risk of electrical shock; vibration; fumes or airborne particles; and toxic or caustic
chemicals. The noise level in the work environment is usually moderate, and can be very loud.
